The Joint Typhoon Warning Center ( JTWC ), headquartered in Pearl Harbor ( Hawaii ) is a department of the United States Navy . The function of this meteorological facility is to issue warnings for United States facilities about tropical cyclones in the western and southern Pacific and Indian Oceans .
