Josef Happ

Josef Happ (born March 16, 1938 in Kirchen (Sieg) ) is a former German civil engineer and politician ( CDU ).

Life

Happ attended elementary school and the commercial vocational school. He did an apprenticeship as a bricklayer and passed the journeyman's examination in 1955. From 1955 to 1959 he worked as a bricklayer. Between 1955 and 1960 he completed a combined course of distance schooling and seminars for the technical college of civil engineering: structural engineering and became a civil engineer. From 1959 to 1960 he did basic military service and from 1961 to 1974 he was a technical employee at a construction company or an architecture office. Since 1975 he has been self-employed with an architecture office.

In 1969 he joined the CDU and in 1986 was chairman of the CDU city association Neuwied and a board member of the CDU district association and the district association for small and medium-sized businesses. From 1971 to 1983 he was chairman of the CDU local association Neuwied-Feldkirchen. In 1971 he became a member and in 1979 deputy chairman of the CDU city council group in Neuwied city council.

In 1983 he was elected to the tenth Landtag of Rhineland-Palatinate , to which he belonged for three terms until 1993. In the 10th electoral term he was a member of the Committee on Environment, the Committee on Economics and Transport and the Committee on Petitions. In the 11th electoral term he was chairman of the subcommittee “Architects Act Rhineland-Palatinate” and the subcommittee “state building regulations”. He was a member of the Environment Committee (from November 16, 1987 Committee for Environment and Health ), the Petitions Committee, the Prison Commission, the “Hospital Target Plan” subcommittee and the “AKW Mülheim-Kärlich” investigative committee. In the 12th electoral term he was deputy chairman of the prison commission and a member of the subcommittee “state building regulations”, in the committee for the environment, budget and finance committee and petitions committee.

In 1997 he received the Federal Cross of Merit, First Class.

He was also a member of the administrative board of the Stadtsparkasse Neuwied and the regional board of the Mittelrhein-Westerwald planning community.
