Erasmus + Jugend in Aktion offers funding opportunities for youth projects and extracurricular youth work. It is part of the EU funding program " Erasmus + " for education, youth and sport for the years 2014 to 2020. A total of 14.7 billion euros in funding are available throughout Europe in the Erasmus + program, of which around 1.4 billion are allocated to the youth sector . A follow-up program is planned for the center from 2021 to 2027.

Objectives of the program

The “Erasmus + Youth in Action” program ( Regulation (EU) No. 1288/2013 establishing “Erasmus +”, the Union's program for education, training, youth and sport) has existed since January 1, 2014 . All mobility programs in the youth, education and sport sectors are therefore brought together under the Erasmus + umbrella. The European Commission and the Education, Audiovisual and Culture Executive Agency (EACEA) of the European Commission are responsible for managing centralized program elements. At national level, the implementation of the Erasmus + program is entrusted to national agencies. These provide information about the program in the individual countries, check and evaluate projects submitted in their country, and support participating people and organizations.

The goals of the youth program are

  • promoting cultural diversity and intercultural and inter-religious dialogue,
  • the development of common values ​​such as freedom, tolerance and respect for human rights,
  • promoting media skills, critical thinking and entrepreneurial spirit in young people,
  • promoting active citizenship among young people
  • strengthening the skills of youth work professionals

An important focus of Erasmus + is equal opportunities and inclusion. In the context of Erasmus +, inclusion means taking people from challenging backgrounds and situations into account, especially when planning and designing Erasmus + projects, and making it easier for them to access the offers of the program. In the area of ​​youth, a strategy for integration and diversity was designed as a common framework to support the participation and inclusion of young people with fewer opportunities in the Erasmus + program.

The target group are “young people between the ages of 13 and 30”, as well as facilities and institutions that are active in youth work , youth associations and other institutions that work for or with young people.

Structure of the program

Within the Erasmus + Youth in Action program, various types of projects in the areas of mobility, cooperation and participation are funded. These areas are also known as key actions.

  • Key Action 1 - Mobility: This key action promotes the mobility of young people and youth workers. On the one hand, funding for "youth encounters" (meetings of young people from different countries on a socially relevant topic) can be applied for, and on the other hand for the exchange and training of youth work professionals.
  • Key Action 2 - Cooperation: Within the framework of so-called "Strategic Partnerships", projects are funded that aim at innovation and cross-sectoral cooperation in the youth and education sector. Transnational youth initiatives and capacity building projects are also supported.
  • Key Action 3 - Participation: Within the framework of the "Youth Dialogue", projects are supported which promote the active participation and participation of young people in democratic life in Europe.

Projects from other areas (volunteer work, jobs & internships, solidarity projects) are funded by the second EU youth development program, the European Solidarity Corps (ESK).

Germany: Youth for Europe (JfE)

In Germany, it is implemented by the Youth for Europe Agency (JfE) based in Bonn. The clients are the EU Commission and the Federal Ministry for Family, Seniors, Women and Youth (BMFSFJ).

The German national agency awards grants, coordinates program activities such as the European Voluntary Service or international youth exchanges, advises youth projects, trains specialists in educational and youth work and informs the public about youth policy developments at European level.

From 2007 to 2013, “YOUTH for Europe” has made 80 million euros available from the Youth in Action program. Around 300 youth exchanges with 12,000 participants, 120 youth initiatives and 1,200 European volunteers are to be funded each year. Overall, the agency wants to enable more than 100,000 German young people to experience Europe and encourage them to become involved in civil society.

One of the principles of YOUTH for Europe is to take young people seriously as sovereign actors and to support them. The agency encourages young people to participate democratically by specifically promoting projects. The exchange of ideas is kept going. In addition, detailed information is provided about developments in youth policy at European level.

Training measures, the promotion of networks and the support of innovative projects are intended to strengthen quality and competence among those involved in youth work. The qualifications acquired can be documented with a “ Youthpass ” throughout Europe . This is a job reference for civic engagement developed by JUGEND für Europa, which should be helpful when applying to the job market.

Since 2001, YOUTH for Europe has also been the SALTO Center for training and cooperation. SALTO stands for Support for Advanced Learning & Training Opportunities. Further training activities are coordinated and offered within the framework of the network of national agencies. SALTO is also developing special training courses to increase the quality of projects in the EU program. SALTO supports the national agencies in the implementation of key issues and in the promotion of certain partner regions.

Austrian National Agency for Erasmus + Youth in Action

For the youth sector - "Erasmus +: Youth in Action" - the IZ - Association for the Promotion of Diversity, Dialogue, Education on behalf of the " Federal Chancellery - BM for Women, Families and Youth" is responsible as the national agency.

Swiss Agency Youth in Action

The Switzerland was from 2011 to 2014 an official program country and was allowed since then as a full member in the Youth in Action Program to participate. The mandate for the implementation of the European education, vocational training and youth programs is held by the ch Foundation for Federal Cooperation . With the adoption of the federal popular initiative “Against mass immigration” in February 2014, Switzerland was deprived of its “program country” status because the EU no longer considered the freedom of movement necessary for the implementation of the programs to be a given. Since then, Switzerland has had the status of a “partner country”.
