Youth and Parliament

Youth and Parliament is usually an annual event of the German Bundestag . It plays a special role among its offers because it is the only opportunity (alongside state acts and the Federal Assembly) for non-members, members of the Federal Government and members of the Federal Council to enter the plenary hall of the Reichstag building and meet there.

From 1981 to 2003, the event consisted of discussion forums on different, current topics, where the young participants could exchange ideas with members of the Bundestag.

Since 2004, “Youth and Parliament” has been a large-scale simulation game in which 315 participants between the ages of 17 and 20 slip into the role of members of the Bundestag for 4 days. The participants are nominated by the MPs. All of the participants will be randomly divided into currently 3 groups. Each participant receives a fictitious identity; Overall, the “JuP Bundestag”, which exists for 4 days, corresponds statistically - in terms of age, family, occupation, educational background and geographical origin - to the real Bundestag.

The participants "live" the entire legislative process from the introduction through discussions in parliamentary groups and working groups, the first deliberation in the plenary, the committee deliberations, the final discussions in the parliamentary groups to the second and third deliberations in the plenary. Since 2006 the event has regularly closed with a comparison of the experience of the participants with that of the real MPs, usually represented by the parliamentary group chairmen.

The primary goal of the simulation game is not to convey political content, but rather how the parliamentary apparatus works.

The “Youth and Parliament” simulation game is a variant of the “Experiencing parliamentary democracy through play” simulation game, which is also offered by the visitor service of the German Bundestag, which lasts four hours and in which around 120 groups of 18-40 people each can take part . Participation is free, and the Bundestag pays for travel expenses, accommodation and meals. If you are interested, you have to contact the constituency commissioner of the German Bundestag.
