Ernst Ferdinand Schwering (born November 15, 1886 in Coesfeld ; † March 2, 1962 in Cologne ) was a German lawyer and politician ( CDU ) and Lord Mayor of Cologne.

Life

Ernst Schwering was the son of the mathematician and teacher Karl Schwering and Elisabeth Schwering, née Bispinng. In 1927 he married Maria Sybilla Elshorst. The marriage had four children: Karl-Ernst (* 1929), Marlene (* 1931), Hermann (* 1932) and Ursula (* 1935).

Ernst Schwering studied law at the Rheinische Friedrich-Wilhelms-Universität Bonn after attending grammar school . He passed the legal traineeship exam in 1909. Schwering doctorate in 1913 for Dr. jur. ; he passed the exam on 1913 in Heidelberg. The title of his dissertation was The foreclosure thwarting of § 288 StGB . He passed the assessor exam on February 7, 1914.

During the First World War , he joined the city administration of Cologne in 1915 as a city ​​assessor . He first worked in the health department, from April 1916 under the 1st deputy Konrad Adenauer in the war economics departments, also in the department for public education (1918). On April 1, 1920, Ernst Schwering became city ​​director , and he was also director of the Rhein-Mosel purchasing company. In October 1920 he became the director of the housing office.

From 1924 to 1926 he was a city ​​councilor and from 1926 to 1933 an alderman of the city of Cologne. In 1933 he was removed from office by the National Socialists ; his dismissal and the dismissal of six other aldermen took place on March 17, 1933 on charges of corruption. He then worked as a lawyer at the Cologne District and Regional Court .

Ernst Schwering was a member of the CDU from 1945. He was a member of the board of the CDU Cologne City. From 1945 to 1946 he worked as an alderman for the city of Cologne and from 1946 as a city councilor. In this capacity he was parliamentary group leader. He was Lord Mayor of Cologne in 1948, 1950 and from 1952 to 1956. In 1949, 1951 and from 1957 to 1958 he was mayor of Cologne.

When he was elected on November 20, 1952, he saw his most important task in adapting the city constitution to the current municipal code for the state of North Rhine-Westphalia . During his tenure, Max Adenauer was elected Chief City Director of Cologne on July 31, 1953. In 1955 he opened the Amerika Haus (Cologne) .

From 1950 to 1954 Schwering was Vice President, from 1954 to 1955 and again from 1957 to 1958 President of the German Association of Cities . He was a member of the Rhineland Landscape Assembly from 1953 to 1962, including 1953–1956 and 1961–1962 as chairman of the Landscape Assembly .

From July 5, 1950 until his death on March 2, 1962, Ernst Schwering was a directly elected member of the second , third and fourth Landtag of North Rhine-Westphalia for constituency 013 Cologne-Stadt I.
