Jürgen Roters (born January 15, 1949 in Coesfeld ) is a German lawyer , administrative officer and sports functionary . He was Lord Mayor of the City of Cologne from October 21, 2009 to October 20, 2015 . Roters is married, has three children and has been a member of the SPD since 1967 .

education and profession

After graduation in 1968 at the High School Nepomucenum in Coesfeld studied Roters 1968-1974 jurisprudence and the second legal put 1978 state exam from. On August 18, 2008, Jürgen Roters was nominated by the Cologne party branches of the SPD and Bündnis 90 / Die Grünen as a joint candidate for the mayoral election in Cologne in 2009 and elected mayor on August 30, 2009 with 54.7 percent of the votes. On October 21, 2009 he took over the office from his predecessor Fritz Schramma . His term of office ended normally on October 20, 2015. City Director Guido Kahlen took over the official business for one day on October 21, before Henriette Reker , who was elected as Cologne's new mayor, accepted her election on October 22.

During his tenure as Lord Mayor, Jürgen Roters was a member of the board of the North Rhine-Westphalia City Council and a full delegate of the German City Council in the World Council of the World Organization of United Cities and Local Governments (UCLG), as well as a deputy member of the Executive Bureau , the board of the association. On March 5, 2012, Roters was elected Chairman of the Local Employers 'Association of North Rhine-Westphalia (KAV NW), the largest local employers' association in the Federal Republic of Germany, for the electoral term until 2013.

In 2009, Roters had sharply criticized the practice of the “booty maker system” in the affair surrounding dubious consultancy contracts with Sparkasse KölnBonn , which led to the resignation of Cologne CDU politicians Rolf Bietmann and Josef Müller . However, he then had to admit that in 2006 he himself had received a “consultancy contract” from the same donor from whom he had received a personal fee for an expert opinion as a freelancer. According to Roters, this consultancy contract was - in contrast to the contracts of the same donor with CDU politicians - a "normal process". The CDU politician Bietmann had got involved in a similar way to the allegations directed against him. In fact, Roters had drawn up an expert opinion, but it was useless for his client, as it was submitted too late and as a result the content was outdated. Nevertheless, the fee of 35,000 euros was paid without any reductions.

Roters has been chairman of the Heideportal Gut Leidenhausen sponsoring association since 2009, which is dedicated, among other things, to converting the threshing floor of Gut Leidenhausen into a multimedia exhibition hall and to strengthen the recreational and nature conservation landscape.

Roters was chairman of the supervisory board of Köln-Musik and Koelnmesse . He is also the honorary chairman of the support association of the “Sommerblut” cultural festival.
