Fritz Schramma (born August 27, 1947 in Cologne - Nippes ) is a German politician ( CDU ) and was Lord Mayor of Cologne from September 17, 2000 to October 20, 2009 and at the same time chairman of the supervisory board of the Cologne trade fair .

Life

education and profession

Fritz Schramma studied Latin, philosophy and education at the University of Cologne . From 1972 to 1988 he worked as a student trainee and teacher at various high schools in Cologne-Rodenkirchen, Wesel and Hürth ( Ernst-Mach-Gymnasium ). From 1988 to 2000 he was director of studies at Geschwister-Scholl-Gymnasium in Pulheim , where he taught Latin and philosophy.

Political career

Schramma joined the CDU in 1976. From 1989 he sat for the CDU in the Cologne city council. In 2000, he, who had previously held the office of First Mayor, took over provisional business of the Lord Mayor together with City Director Bernhard Wimmer (CDU) after the incumbent Harry Blum (CDU) died unexpectedly. In a run-off election on September 17, 2000, he was able to prevail against Anke Brunn , the short-term opponent of an SPD that was considerably weakened by corruption scandals, and became Cologne's “mayor by chance”, as the Kölner Stadt-Anzeiger noted. Due to a special feature of the municipal electoral law in North Rhine-Westphalia, Schramma's term of office as Lord Mayor was nine instead of five years. He finished his predecessor's term in office until 2004 and then served his own from 2004 to 2009, to which he was elected in 2000.

On May 26, 2008, Fritz Schramma was awarded the Genç Prize for peaceful coexistence in Solingen . In the justification of the jury, in addition to his permanent commitment to integration, his role as a mediator in the disputes about the Cologne mosque construction aimed at by the DITIB was particularly emphasized.

After the collapse of the Cologne City Archives on March 3, 2009, Schramma was heavily criticized for its crisis policy. Thereupon he declared on March 29th that he would not run again for mayor in the local elections .

An investigation against Schramma because of alleged inadmissible tape recordings at meetings of the coordination staff for the collapse of the historical city archive was closed by the public prosecutor's office after a few days. Schramma had stated that this was done completely openly and was only intended to facilitate the work of the recorder.

As Lord Mayor, Schramma was a member of numerous clubs and associations as well as the patron of many events in Cologne. On October 5th, 2009 he was appointed honorary member of the festival committee by the annual general meeting of the Cologne Carnival Societies. This makes Schramma the second honorary member after the former mayor Norbert Burger .

Schramma's term of office as Lord Mayor of Cologne ended on October 20, 2009.

In December 2009 Schramma was awarded the Pro Ehrenamt-Preis in Düsseldorf for his commitment to sport and the volunteers who are committed in Cologne. The prize is awarded by the German Olympic Sports Confederation and Commerzbank in cooperation with the Federal Network of Civic Engagement . In Cologne, Schramma initiated the Sport-Agenda Cologne 2015 and the municipal office for the promotion and recognition of civic engagement .

Criticism of the administration

The order for the construction of the Cologne exhibition halls, which cost several hundred million euros, has been criticized, and with it the over one hundred million euros in “ancillary costs”, including seven million euros for the placement of a tenant - although the tenant, the Cologne fair , was certain. The EU Court of Justice ruled this procedure to be illegal. The court was convinced that renting the built exhibition halls was a tricky measure to evade the obligation to submit a public tender (see also Josef Esch (building contractor) ).

On November 19, 2009, Schramma was elected to the Kölnmesse supervisory board in a secret ballot in the city council. However, he did not accept his mandate. He saw himself as a victim of a political and media campaign that began with the collapse of the city ​​archive . The opponents of his choice, including the faction of the Greens in the Cologne Council, cited Schramma's involvement in the controversial trade fair business as the reason for their resistance.

Schramma is married and has one daughter. His son Stephan was fatally injured as an uninvolved pedestrian in a car accident in downtown Cologne on March 31, 2001, which was caused by an illegal street race .

Fritz Schramma is a member of the Ehrenfeld carnival society civil guard "blue-gold" from 1904 .
