Direct mandates in the 45 Cologne council electoral districts

The local elections in Cologne 2009 took place within the framework of the local elections in North Rhine-Westphalia on August 30, 2009 . In the election, every Cologne citizen from 16 years of age who is a citizen of an EU state had three votes: one vote for the mayor, one vote for the Cologne City Council and one vote for the district representation of his city district.

Due to its size, the most populous city in North Rhine-Westphalia has a city council with at least 90 city councilors.

The winners of the election were the Greens and FDP, who gained a share of the vote, council seats and district representatives. The CDU and the SPD have lost. Due to the heavy loss at the CDU, the SPD became the strongest party in the council. Linke and Pro Köln gained their share of the vote, the number of their seats remained unchanged. The Left won two seats in the district councils. The Free Voters missed their election target to have parliamentary groups in the council and were voted out of all district representatives. The NPD lost its only district representation mandate in Kalk.

Jürgen Roters (SPD) achieved an absolute majority in the mayoral election as a joint candidate for the SPD and the Greens.

Parties and groups of voters

The following parties already represented in the council ran for election: CDU, SPD, Bündnis 90 / Die Grünen, FDP, Die Linke, Pro Köln and Cologne Citizens' Alliance. In addition, the following parties and groups not previously represented in the council made election proposals (sometimes not for all districts): NPD, Ökologische Linke, ödp, LD, Alternative Citizens' Initiative Cologne, Deine Freunde .

Cologne City Council

In the 14th term of office, the following parties were represented in the Cologne Council: CDU , SPD , Greens , FDP , Pro Cologne , Linke.Köln , Cologne Citizens' Alliance and at the beginning of the term of office a republican who switched to Pro Cologne. One elected woman left the Cologne Citizens' Alliance , but kept her mandate as an independent.

In the council, the SPD and the Greens have formed a coalition.

Results of the council election

The five percent hurdle still applied to the 1994 council election. Only three parties were represented in the Council. After the elimination of the threshold clause, the number of parties represented in the council and the proportion of voters represented by the council parties increased. In 1999 there were six council parties and in 2004 up to 9 parties or groups of voters were represented in the council. Through transfers and resignations, the number was reduced to seven and a non-attached councilor.

Mayor election

In 1999 the first direct election of the now full-time mayor took place. A total of nine people from Cologne applied for the office, including two independents.

After a runoff election, the CDU candidate Harry Blum was elected Lord Mayor. In 2000, however, Blum's death resulted in a by-election. OB Fritz Schramma , who was already acting on a provisional basis, took over for the CDU . In the short lead-up to the election, only the big parties SPD ( Anke Brunn ), Greens (Barbara Moritz) and FDP (Ralph Sterck) succeeded in putting up opposing candidates.

For the 2009 election, the Greens and the SPD nominated former Cologne District President Jürgen Roters as a joint candidate. The FDP again put on Ralph Sterck, who of the candidates has the longest experience in Cologne local politics. He ran for the third time as candidate for mayor and has been chairman of the FDP parliamentary group in the council since the 1999 election.

In the aftermath of the collapse of the Cologne Historical Archive on March 29, 2009, Fritz Schramma announced that he no longer wanted to run for election. As a result, the Cologne CDU had no OB candidate five months before the election until a candidate was found in Peter Kurth .

With Kurth's nomination, two men, himself and Sterck, ran for the city's highest office who openly professed their homosexuality .

For the citizens of Cologne alliance KBB (CDU) joined Martin Müser as a candidate and for the citizens' movement Pro Köln Markus Beisicht . A total of five candidates stood for election.

Election of the district representatives

The city of Cologne consists of 9 city districts, each of which has a 19-person district council and a district mayor who is elected from among their number. Both offices are honorary offices .

The CDU has had four district mayors since the 2004 election, but is the strongest party in five districts. The SPD is the strongest party in three districts and also has four district mayors. Bündnis 90 / Die Grünen became the strongest party in the prestigious downtown Cologne district and also provide the mayor there.

In 2004–2009, the CDU had the most district representatives with 53, followed by the SPD with 51. The Greens landed a little behind in third place with 30. In fourth and fifth place were the FDP with 11 and the Pro Köln citizens' movement with 10 mandate holders. The left was in sixth place at 7. In 7th place was the Cologne Citizens' Alliance KBB , which sent a representative to the district council in each of three city districts. The Cologne Citizens' Alliance formed parliamentary groups with the FDP in some districts. The NPD sends a member to the district representation in the Cologne-Kalk district. There are independent district representatives in three districts .

Election result BVs

In the elections for the nine district councils, the Greens are the big winners, who were able to gain a share of the vote in all BVs and, apart from one, also mandates. The winners also include the FDP and the Left, which have gained everywhere. With the exception of one BV, pro Cologne gained a share of the vote everywhere. Losing are the CDU, which lost everywhere, and the SPD, which was only able to increase its share of the vote in two BVs. The Freie Wahler - Cologne citizens' alliance lost all three mandates and are no longer represented in any BV. The NPD also lost its mandate in Kalk.

1. District (inner city)

In the city center, the Greens won strongly and expanded their position as the strongest party. The SPD and CDU lost a lot. The FDP won its second mandate, which it missed in 2004 by only a few votes. Against the city trend, Pro Köln lost the vote, but were able to defend their mandate. KBB, which formed a BV parliamentary group with the FDP from 2004 to 2009, lost its mandate.

2nd district (Rodenkirchen)

In Rodenkirchen, the SPD lost and lost a mandate. The Greens gained a share of the vote and a mandate and are now the second strongest party after the CDU. The Free Voters lost their mandate and the Left moved into the BV for the first time. The FDP could not convert this into a third mandate, despite the increase in the share of the vote. PK lost its share of the vote against the city trend, but was able to retain its mandate.

3rd district (Lindenthal)

As in Rodenkirchen, the Greens passed the SPD in Lindenthal and are now the second largest party in BV after the CDU. The left won a mandate for the first time.

4th district (Ehrenfeld)

In Ehrenfeld, the Greens were unable to replace the SPD as the strongest party, despite gains and losses from the SPD. The CDU lost heavily and is now in third place. Despite gains in the voter shares, the FDP, PK and Left stagnate with one mandate each.

In Nippes, the Greens gained a massive share of the vote. You won a fifth mandate. The free voters lost theirs.

In Chorweiler, the CDU lost a mandate. Greens and PK each won one. Chorweiler is the only BV with two representatives from PK. All other parties gained slightly, but were unable to convert their results into mandates.

In Porz, the CDU and SPD lost their share of the vote and the CDU lost a mandate. Although the PK gained a share of the vote, it also lost a mandate. The Greens and the FDP are also winners in Porz.

8th district (Kalk)

Contrary to the city trend, the SPD in Kalk did not lose its share of the vote and was able to win an additional mandate. It also replaced the CDU as the strongest party. This lost one mandate and now has seven. The Greens won a mandate. The FDP, PK and Left could only gain a share of the vote without winning a mandate. The NPD lost its only BV mandate in Cologne and is now no longer politically represented anywhere.
