The municipal elections in North Rhine-Westphalia in 2004 took place on September 26, 2004 . A total of 13,976,459 North Rhine-Westphalia were called to vote and 7,596,686 of them cast their votes, which corresponds to a turnout of 54.4%. Candidates from 26 parties and a large number of electoral groups stood for election.
In 28 of the 31 districts, the district administrators were to be elected. In the previous 13th term of office there were by-elections in three districts , so that the incumbents did not have to stand for election.
The mayors were to be elected in 21 of the 23 independent cities. In Cologne and Mülheim an der Ruhr, Fritz Schramma was elected in 2000 and Dagmar Mühlenfeld was elected in 2002.
At the election, 3,398 seats had to be appointed in the people's representatives of the 31 districts and 23 independent cities ( NUTS 3 level) .
13,440 people were to be elected for 373 municipal representatives of the towns and municipalities belonging to the district (LAU level) . In 359 municipalities belonging to the district, the citizens were called upon to elect a new mayor. In 92 municipalities, none of the candidates achieved an absolute majority of the votes, so that on October 10, 2004 a runoff election took place. In 14 municipalities belonging to the district, the incumbent did not have to stand for election.

Since the state elections in 2000 , the SPD ruled with Bündnis 90 / Die Grünen for the second time since 1995 in a coalition.
The national result
The CDU is still the most elected party, but has suffered losses. With a difference of 873,763 votes, the SPD landed in second place and achieved its historically worst result, which was 2.2 percentage points below the 1999 figure.
The SPD became the strongest party in 10 districts and urban districts, the CDU in the remaining 44.
Election of the Chief Administrative Officer
At the head of the municipal administrations is a mayor in the district-dependent cities and communities, in the districts a district administrator and in the independent cities a mayor. These have been elected directly by the people since the local elections in 1999 .
Of the 28 district councilors to be elected, 23 candidates were elected by the CDU in the first ballot and 2 candidates from the CDU and 3 from the SPD in the second ballot. Of the district administrators who were not eligible for election, one was incumbent from the SPD and two from the CDU, so that the CDU now has 27 district administrators and the SPD 4.
Of the 21 mayors to be elected, both the CDU and the SPD won three in the first ballot. In the second ballot, the SPD won 9 and the CDU 6 mayor elections, so that plus the incumbents in Cologne and Mülheim an der Ruhr, 13 SPD mayors to 10 CDU mayors.
There were no mayor elections in 14 municipalities. 92 with a second ballot. 267 only one ballot, power Of the 359 mayors to be elected, the CDU 177, the SPD 45 won in the first ballot, 41 individual applicants and groups of voters accounted for 41, Alliance 90 / The Greens 2 and FDP 2. The SPD won many mayors in the northeast of the country (northern Ostwestfalen-Lippe ) . The FDP won its mayors all in the Rhineland, more precisely in the FDP district of Cologne . The Greens won their two mayors in western Münsterland . CDU and the free won across the board.
Parties
CDU
The CDU achieved 43.44% nationwide and thus fell behind its best ever achieved result of 1999 50.3%. But it is still the strongest party. The CDU also beats the SPD in their original strongholds, such as the Ruhr area or northern East Westphalia-Lippe .
The CDU is on the periphery of North Rhine-Westphalia above its nationwide share of the vote. In the urban centers of the Rhineland, Westphalia and Lippes, the party is below its national score.
The CDU achieved the lowest results in Herne 31.22%, Oberhausen 31.97%, Bochum 32.30%, Cologne 32.71% and Dortmund 32.74%. Despite this result, it became the party with the largest number of voters in Cologne.
It achieved the highest results in the Olpe district 62.10%, the Hochsauerland district 59.65%, the Paderborn district 59.41% and the Höxter district 56.64%, all of which are located on the east-southeastern periphery of North Rhine-Westphalia .
SPD
The SPD achieved 31.69% nationwide, its worst result since World War II.
The districts and independent cities in which the SPD has its nationwide result are the entire Ruhr area , the three northern districts of Ostwestfalen-Lippe , Aachen city and country as well as the Rhein-Erft district . With the exception of parts of the Ruhr area, it was overtaken by the CDU even in its strongholds.
FDP
The FDP achieved 6.79% nationwide, its best result since 1975.
The strongholds of the FDP are in the Rhineland. The party achieved the worst results in the Ruhr area. It achieved results below 5% in nine cities in the Ruhr area and in Bielefeld.
