The Independent Community of Voters for Münster ( UWG-MS for short ) is a community of voters that has had one seat in the City Council of Münster since 1999 and two seats since the 2004 local elections . Together with one of the council representatives of the ödp , they have formed a joint council group since October 2004. In addition to the council mandates, the UWG-MS also holds a mandate in five of the six district representations in Münster , namely in the districts of Central , North , East , South-East , and West . Only in the representation in Hiltrup could no mandate be won.

In the local elections in 2009 , the UWG-MS received 1.68% of the votes and thus only won one seat on the city council, which Fritz Pfau continues to occupy. Since October 21, 2009, the electoral community has only been represented in the district councils in Münster-Ost and Münster-West with one seat each and thus lost one mandate in each of three district councils.

The UWG-MS was created in 1994 from several citizens' initiatives in Nienberge-Häger . It is only active in the city of Münster. However, people who do not have their place of residence in Münster can also become members . Members of the electoral community span the entire political spectrum. So next are non-party members and former members of the party CDU , SPD , FDP and Alliance 90 / The Greens active. In addition, the UWG-MS has been a member of the State Association of Free and Independent Voting Communities in North Rhine-Westphalia (LWG) since 1995. Before the local elections in 2009, this state association (LWG) renamed itself to Free Voters NRW without giving up the autonomy and independence of the municipal electoral communities. The UWG-MS is a member of the State Association of Free Voters NRW and has changed its statutes accordingly. Since then, the UWG-MS has had the name Free Voters as an addition. In addition, it is permitted to use the nationally protected logo of the Free Voters as a so-called "corporate identity". The UWG-MS has direct contact with the regional councils, the Landscape Assembly (LWL) and the German Association of Cities through the relevant elected representatives of the Free Voters in North Rhine-Westphalia through the regional association of Free Voters in North Rhine-Westphalia. Hannelore Wiesenack-Hauß, until 2009 councilwoman of the UWG-MS in the city council of Münster, was a member of the state board of the Free Voters in North Rhine-Westphalia until 2008. Klaus Köster, former district representative of BV Münster-Ost for UWG-MS, was elected as successor for the Münster administrative district and resigned from this office in 2011 for professional reasons. Detlef Wolff, former district representative of MS-Nord, has been in office for the UWG-MS since 1997, as a representative of the Münster administrative district, until today as a member of the board of the Free Voters NRW. Detlef Wolff was recently appointed to the working group for the founding of the state party Free Voters NRW, since the previous state association has no party status according to the party law.

The electoral community has three board spokesmen with equal rights . In addition to the mandate holder , these are the architect Uwe Raffloer and Ulla Blankenstein. It has laid down the independence of its representatives in their decisions in its statutes ; they should always make relevant decisions. In addition, due to lack of higher-level party structures an influence from this side or from party programs not possible. This is what the word "independent" in the name refers to .

In 1999, the UWG-MS won a seat in the city council for the first time, which was first occupied by Karlheinz Nagels , a social scientist at the Bielefeld University of Applied Sciences , and from 2001 by Hannelore Wiesenack-Hauß. Nagels has since resigned from the UWG-MS and in 2008 founded the new voters' association "Citizens Wehr sich" , with which he originally wanted to run for the local elections on August 30, 2009 . The UWG-MS had put up 10 candidates for the city ​​council , a total of 21 candidates for the 6 district representatives and one candidate for each of the 33 electoral districts . In addition, Fritz Pfau ran as mayor candidate for the UWG-MS and received 2.28% of the votes.
