The municipal elections in Mülheim an der Ruhr 2009 took place within the framework of the municipal elections in North Rhine-Westphalia 2009 on August 30, 2009. In the election, every Mülheimer from 16 years of age who is a citizen of an EU country had three votes: one vote for the election of the mayor, one vote for the council of the city of Mülheim and one vote for the district representation of his city district.

Parties and groups of voters

In the independent city of Mülheim an der Ruhr , four parties ( SPD , CDU , Bündnis 90 / Die Grünen , FDP ) and two groups of voters ( MBI and WIR ) had mandates in the council or in the district representatives in the 14th session of the council.

Mülheim an der Ruhr ranks 18th in the list of the most populous cities in North Rhine-Westphalia with almost 170,000 inhabitants. In the 2004 local elections, over 13% opted for non-established groups. In 1994 the first black-green coalition ruled here in a North Rhine-Westphalian city.

From 2004 to 2009 the SPD ruled with the CDU.

Central issues of local politics are Ruhrbania , the further development of the airport and the poor financial situation of the city. Individual representatives are already calling for emergency budget law to be imposed on the city.

Since the council elections in 1999, the MBI and the SPD in particular have been arguing violently with each other. The MBI had entered the council with three representatives. Its central theme was the rejection of the expansion of the Essen / Mülheim airfield , for which the SPD is advocating. The SPD only had a majority with the FDP when council member Mounir Yassine moved from the MBI to the SPD parliamentary group shortly after the election . The MBI accused the SPD of bribery and buying offices. In the 2004 election, Yassine entered the council for the SPD. In the meantime, at the instigation of the SPD, Yassine was hired by the Mülheim supply company. When it became public that he had presented a falsified testimony when he was hired, he was also expelled from the SPD parliamentary group and has been a non-party member of the council since 2008.

Election to the city council of Mülheim

Due to its size, Mülheim has a city council with at least 58 members. The third strongest force behind the SPD and CDU are the Mülheim Citizens' Initiatives (MBI) . Due to the grand coalition, the MBI is the strongest opposition force and appears again and again in the media and on the Internet against the SPD and the Mayor Mühlenfeld .

The Marxist-Leninist personal election alliance “Voters Initiative Ruhr Alternative Independent Solidaric - WIR FROM Mülheim won two seats in the 2004 election. Detlef Habig, who was on the MBI list in 1999 and joined the council for WIR in 2004, resigned from the voting alliance and the WIR AUS Mülheim parliamentary group in August 2007 .

Election to the Lord Mayor

On November 22nd, 2008, the sub-district party congress of the SPD nominated the incumbent Dagmar Mühlenfeld as her candidate for the election of mayor with 95.5% of the votes cast . Your challengers on August 30th were the managing director Stefan Zowislo (CDU) , the mechanical engineer Friedrich Wilhelm Lemke (MBI) , the member of the state parliament and biological-technical assistant Barbara Steffens (Greens) , the lawyer Christian Mangen (FDP) , the pensioner Hans-Wilhelm Ehlers (DIE LINKE) and labor director Eugen Kalff (SPD, candidacy as a non-party) .

Composition of the district representatives 2004–2009

Mülheim is divided into the three districts Rechtsruhr-Süd, Rechtsruhr-Nord and Linksruhr. The administration also designates the districts briefly with numbers. The Mülheimer Bürgerinitiativen (MBI) are also the third strongest force at the district level, followed by the Greens , FDP and Der Linken . The smallest force is the voter association WIR AUS Mülheim (WIR) . There are a total of 57 district representatives. This means that there are around 2,952 residents for every district representative.
