Jens Eugen Baganz (born May 29, 1961 in Heidelberg ) is a German politician and political official ( CDU ). From 1999 to 2002 he was Lord Mayor of the city of Mülheim an der Ruhr and from 2005 to 2010 State Secretary in the Ministry of Economics, Medium-Sized Enterprises and Energy of North Rhine-Westphalia . Since 2012 he has been chairman of the “We are Europe! eV ".

education and profession

Baganz started school in 1967 in Mülheim an der Ruhr . He graduated from high school in 1980 at the Otto Pankok School . He then studied law at the Universities of Würzburg and Bonn . During his studies he became a member of the Corps Moenania Würzburg , a mandatory association. Baganz completed his studies in 1986 with the first state examination in law. This was followed by his military service , which he performed after basic training as legal advisor to the Deputy Inspector General of the Federal Armed Forces in the Bonn Defense Ministry , where he got to know the then Defense Minister Manfred Wörner . From 1987 he was a trainee lawyer at the Bonn Regional Court. He passed his second state examination in law in 1990 and from 1991 to 1995 he worked as a legal advisor at Stinnes AG in Mülheim. In 1994 he was at the University of Bochum for Dr. jur. PhD . From 1996 to 1999 he held the position of head of the group personnel policy department at VEBA AG (today E.ON AG) in Düsseldorf .

Local politics

In 1987 Baganz joined the CDU . In 1999 he was elected the first full-time Lord Mayor of the city of Mülheim an der Ruhr. During his term of office, the City Council of Mülheim an der Ruhr made the following resolutions on his proposal:

  • Sale of 49% of the municipal waste disposal and cleaning to Trienekens AG, Viersen (Council decision of June 15, 2000)
  • Sale of up to 36.67% of the municipal shares in RWW Rheinisch-Westfälische Wasserwerksgesellschaft GmbH to RWE Aqua GmbH (Council resolution of March 14, 2002)
  • Conversion of the city's economic development agency into Mülheim & Business GmbH (Council resolution of September 7, 2000)
  • Foundation of Mülheimer Stadtmarketing und Tourismus GmbH (MST) (Council decision of February 1, 2001)
  • Foundation of Mülheimer Verkehrsgesellschaft mbH (MVG) (Council decision of July 4, 2002)
  • Participation of the city in the center for civic engagement founded on the initiative of Baganz (Council decision of April 26, 2001)

The Mülheim an der Ruhr community foundation was also founded on Baganz's initiative.

Baganz resigned as Lord Mayor on November 22, 2002 for private reasons. It had previously become known that he had intensive private contacts with the lawyer who had previously been responsible for the expert opinion on the sales price of the RWW shares on behalf of the city of Mülheim an der Ruhr.

Holdings

After retiring from local politics , Jens Baganz founded Econopolis GmbH in Düsseldorf together with the auditing and tax consultancy company BPG AG. The purpose of the company was to provide consulting and project management tasks for the entire public sector. Shortly before his appointment as State Secretary, Baganz sold his Econopolis shares to the BPG for a symbolic value of one euro.

A few months later, the BPG received a contract as political advisor in the coalition talks between the state government and RAG Aktiengesellschaft for its IPO without a tender . The decision on this contract with a volume of € 60,000 was made in the free award of Baganz. Economics Minister Christa Thoben terminated these contracts after the links between the BPG and Baganz became known.

State politics

From June 30, 2005 until the Rüttgers government was replaced by the Kraft government in July 2010, Baganz was State Secretary in the Ministry of Economic Affairs, headed by Christa Thoben (CDU).
