Ulrich Scholten

Ulrich Horst Scholten (born November 18, 1957 in Duisburg ) is a German local politician of the SPD . He was elected Lord Mayor of the city of Mülheim an der Ruhr on September 13, 2015 and took office on October 21, 2015.

Life

Scholten was born in 1957 as the son of an industrial fitter and a freelance hairdresser in Duisburg and grew up in neighboring Mülheim an der Ruhr. Coming from a social democratic family, Scholten became the student representative of his grammar school, the Otto Pankok School , and in 1973 a member of the Social Democratic Party of Germany. Before he graduated from high school, Scholten became the spokesman for the Mülheim Jusos .

After completing his Abitur, Scholten was trained as a radio operator as part of his military service in Düsseldorf and Essen . He then completed a law degree at the Rheinische Friedrich-Wilhelms-Universität Bonn and the Ruhr University Bochum .

From 1997 he was HR manager at Salzgitter Mannesmann Grobblech GmbH in Mülheim, of which he was a member of the SPD operating group when he was a student.

Scholten belonged since 1999 as a city councilor to the City Council Muelheim, included in the Finance, Economy and Planning to its key activities. In 2002 he sought to be nominated by the SPD Mülheim as a candidate for the German Bundestag , but was narrowly defeated by Anton Schaaf .

On November 22, 2014, he was elected chairman of the Mülheim SPD. On September 13, 2015, he was directly elected Lord Mayor of the city of Mülheim with 57.1% of the valid votes, with which he prevailed against his CDU opponent, city councilor Werner Oesterwind. No previously directly elected mayor was able to win more votes in Mülheim than Scholten, with voter turnout reaching a low of 36.6%. Scholten took over the office on October 21 from his party colleague Dagmar Mühlenfeld .

Scholten is chairman of the supervisory board of Mülheimer Stadtmarketing- und Tourismus GmbH (MST). Until October 20, 2015 he was a member of the Board of Directors of Sparkasse Mülheim an der Ruhr . As Lord Mayor, he is elected to the supervisory board of the holding company Mülheim an der Ruhr GmbH (BHM), the Association of Municipal RWE Shareholders GmbH (VkA) and chairman of the supervisory board of medl GmbH, Flughafen Essen / Mülheim GmbH and Mülheim & Business GmbH Wirtschaftsförderung been. He is also active on the supervisory boards of Ruhrbahn GmbH and Mülheimer Wohnungsbau eG (MWB).

In September 2018, the Duisburg public prosecutor's office initiated an investigation against Mayor Ulrich Scholten on suspicion of breach of trust, as there were indications that Scholten had charged entertainment costs incurred during private appointments from 2016 to 2018 as business-related via the city treasury. However, the authority stopped the investigation in August 2019 in accordance with Section 170 (2) of the Code of Criminal Procedure after it was unable to prove criminally relevant violations in the use of municipal funds, as the allegations had not been confirmed.

Ulrich Scholten is widowed and has two grown daughters. He lives in Essen - Kettwig .

Memberships

In addition to his party membership, Scholten is a member of IG Metall , the Arbeiterwohlfahrt and the Hans Böckler Foundation , and he also chairs the Mülheim association for social child and youth work. He is also the 1st deputy chairman of the Mülheim Initiative for Climate Protection eV and a member of the management group of the Ruhrfutur educational initiative .
