The Ruhrbahn GmbH is a joint local transport company of the cities of Essen and Mülheim an der Ruhr . It was created in 2017 from the merger of the two transport companies Essener Verkehrs-AG (EVAG) and Mülheimer Verkehrsgesellschaft (MVG) .
history
The name Ruhr railway was in August 2016 as a trademark protected . On July 14, 2017 , the contracts for the joint transport company were signed by the Mayor of Mülheim, Ulrich Scholten, and the Mayor of Essen, Thomas Kufen , at the EVAG administrative headquarters in Essen, the Erzhof in Rüttenscheid . The merger took effect on September 1, 2017. The Ruhrbahn GmbH was entered in the commercial register at the Essen District Court on August 7, 2017 under the registration number HRB 28361 .
In addition to the Duisburger Verkehrsgesellschaft (DVG), EVAG and MVG were shareholders of Via Verkehrsgesellschaft . Duisburg left this joint venture on December 31, 2016. The partner cities of Essen and Mülheim, which remained in VIA, decided to continue VIA in a different form and to merge EVAG and MVG into a new, joint transport company. In a first step, VIA was merged with EVAG, with all personnel and assets remaining in VIA after the separation from DVG was transferred to EVAG. In a second step, EVAG ( Essener Verkehrs Aktien Gesellschaft ) was converted into a GmbH with the name Ruhrbahn GmbH , in which MVG holds a 25 percent stake.
In the course of this investment, MVG transferred all of the resources (personnel, vehicles, operating resources) required for the operational public transport business to the new joint venture.
For tax reasons (preservation of the interconnection between municipal utilities and transport companies), the ideal model of a merger could not be implemented. The line concessions and the cash receipts remained with MVG along with some properties (administration building / company building). After VIA and meoline - another shareholder in meoline was STOAG Stadtwerke Oberhausen - the Ruhrbahn is the third attempt by the cities of Essen and Mülheim to work together in local public transport at shareholder level.
Cooperation Eastern Ruhr Area (KöR)
The Ruhrbahn has been a member of the Eastern Ruhr Cooperation since March 2020 . As part of this cooperation, among other things, new vehicles will be tendered and ordered together with the other cooperation partners. The aim is to strengthen the negotiating positions of the member companies vis-à-vis vehicle manufacturers and thus obtain lower purchase prices.
Structures
As the cash register revenue remains with MVG, MVG continues to be a contractual partner of Mülheim passengers and an independent transport company in the VRR . In order to show the connection to the Ruhrbahn GmbH , the MVG was renamed Ruhrbahn Mülheim GmbH . This gives the customer in Essen and Mülheim the impression that the public transport is provided by a transport company.
The tickets are therefore printed on Ruhrbahn GmbH in Essen and Ruhrbahn Mülheim GmbH in Mülheim . Passengers in Essen who use Ruhrbahn GmbH transport in Mülheim are therefore stepping over (and vice versa).
The Ruhrbahn GmbH and Ruhrbahn Mülheim GmbH are therefore different legal entities under private law ( GmbH ). Accordingly, the private law , the BGB ( civil code ) or the extended special regulations of the HGB ( commercial code ) for the merchant (HGB) , must also be used for legal relationships with one another . The provision of operational public transport in Mülheim by Ruhrbahn GmbH is based on a private-law transport contract (agency agreement), in Essen on the basis of a profit and loss transfer agreement ( EAV ) with Essener Versorgungs- und Verkehrsgesellschaft (EVV) mbH . In Essen there is a joint control center and workshops for both cities. The infrastructure and structures departments are concentrated in Mülheim.
criticism
There are critical voices about the founding of the Ruhrbahn. Criticisms include:
- no real merger of the two transport companies
- Doubts about the legal certainty of the targeted direct award ( Regulation (EC) No. 1370/2007 )
- different pension schemes for employees in the long term
- Security payments by the city of Essen towards the RZVK for former Mülheim employees
- Different social standards of the employees, some of which were unilaterally raised before the employees were brought in
- Resolutions in the shareholders 'meeting must be made by mutual agreement (shareholders' agreement, § 12)
- Assumption of obligations (debts) of MVG
- The liner concessions remain in Mülheim
The information policy of the city of Essen, whose council documents, in contrast to the city of Mülheim, are withheld from the public, is also criticized.

In Essen, the night express lines run daily at 11:30 p.m., 0:00 a.m., 0:30 a.m. and 1:30 a.m. from the main train station to the city districts; Saturdays also at 2:30, 3:30, 4:30, 5:30, 6:00 and 6:30 a.m. (Sundays and public holidays until 7:30 a.m., but without a 6:00 a.m. trip). The return journeys in the direction of the main train station are planned so that all lines arrive at the main train station between minutes 20 ′ and 25 ′ and a change in all directions is possible. Lines NE14 and NE15 do not operate within these rallies, as a half-ring south around the city center or through the northern parts of the city directly connecting the outer parts of the city. In addition, the NE13 of the BOGESTRA runs on a circuit GE Hbf –Wattenscheid - Rotthausen - GE Hbf, which serves some stops in Kray and Schonnebeck. For more detailed development, the NE lines are supplemented by taxi busses, to which you can change at designated stops after registration. This so-called night network provides Essen's public transport users around the clock on weekends with a finely diversified local public transport service with which almost all stops can be reached.
On weekdays, after departure at 1:30 a.m. from the main train station, there is a general shutdown until 4:30 a.m.

Light rail
Docklands P86 / P89
P86: From this series eleven units were built by Linke-Hofmann-Busch in Germany in 1986 and included as numbers 01 to 11 in the vehicle fleet of the Docklands Light Railway (DLR). The DLR began operations with these vehicles in 1987. Since the wagons were not equipped with fire-retardant materials, the strict British safety regulations for rail vehicles in tunnels prevented them from being used on the tunnel to the Bank station, which was opened in 1991. They were sold to Essener Verkehrs-AG in 1991 and after modifications (including the installation of pantographs and driver's cabs) they were put into operation between 1994 and 1998, but could only be used on the U11 and U18 lines. It was striking that the London paint scheme blue / white / red was initially retained in Essen.
From 2005, EVAG equipped ten of these vehicles in its own workshop with a second drive and a reinforced brake system, which allows operation in the StVO area. This also made it possible to use the U17 light rail line. In addition, the double-leaf interior swing doors were replaced by single-leaf sliding doors. Due to these technical changes, the units of the type P86 are technically identical to the P89. The eleventh vehicle that had not been converted was scrapped.
P89: British Rail Engineering Ltd. In 1989 he built another ten units with the numbers 12 to 21.As with the opening of the line to Beckton, the DLR lines were converted in sections to a different line control system (Alcatel SELTRAC) and the P89 series could not be coupled with the following series, these vehicles became In the mid-1990s, it was also sold to Essen and, after renovations, was taken over into passenger service there between 1999 and 2004. The units of the P89 series were painted in the typical EVAG paint scheme (yellow / blue) and are in use on all three light rail lines.
Type B light rail car
The type B light rail cars were procured in different series between 1976 and 1985 and are still used on all three lines today. Originally, these cars were equipped with folding steps that made it possible to get on and off at stops without a platform or with a low platform. However, since all stops have now been equipped with uniform elevated platforms, these steps will be dismantled in the course of the current car modernization (which also includes the installation of surveillance cameras in the car, partly new paintwork and new matrix displays inside and LED displays outside). The B-wagons run in Essen and Mülheim in both single and double units. In 2017, a total of 31 B-cars were in use in the light rail network. Seven of these vehicles originally belonged to the Mülheimer VerkehrsGesellschaft , but have always been used together with the Essen wagons on all three lines.
Railcar 500
In 1985, the two-axle railcar 88 was taken over by the Karlsruhe transport company in order to have a suitable vehicle for special trips on the light rail routes . After the takeover, the vehicle was thoroughly refurbished from 1986 to 1990 and adapted to the technical requirements of light rail operations (including train control technology). It also received the new car number 500 and the red paint. The vehicle is looked after by VHAG EVAG eV.

Type M light rail car
Of this type of vehicle, there are currently 27 M8C vehicles (including 23 with folding steps for use on the Essen southern line) from Essen stocks and two M6C-NF vehicles from Mülheim stocks.
MGT6D
Nine out of ten vehicles of this type are in use. Six vehicles are owned by StOAG from Oberhausen, but due to a lack of opportunities of their own, they are serviced in Mülheim and used together with the four Ruhrbahn vehicles.

A total of 42 vehicles of this type were delivered between 2013 and 2016. 28 vehicles are currently in Essen, 14 vehicles are currently based in Mülheim. These vehicles all bear the names of districts in Essen and Mülheim.
Museum vehicles (meter gauge)
The Ruhrbahn owns a collection of historical trams from different decades. These are looked after by VHAG EVAG or VHAG Tram Mülheim an der Ruhr and used for special trips.
