The National Express Holding GmbH is a company founded in 2014, German passenger operator of the UK National Express Group , based in Dusseldorf .

National Express has participated in various tenders for regional rail transport nationwide and has won several tenders in North Rhine-Westphalia. In another invitation to tender in Bavaria, the company was selected as the preferred bidder.

North Rhine-Westphalia: RE 7 and RB 48

In February 2013, National Express and IntEgro Verkehr were awarded the contract to operate the North Rhine-Westphalian local transport lines RE 7 “ Rhein-Münsterland-Express ” and RB 48 “ Rhein-Wupper-Bahn ” from December 13, 2015 as part of a Europe-wide tender . Ten three- and 25 five-car electric multiple units of the type Bombardier Talent 2 are used in double traction. A total of 510 seats are planned on the RE 7 line and 415 seats on the RB 48 line as planned. The order for the vehicles had an order volume of 170 million euros. Deutsche Bahn, as the loser, made use of an opportunity to appeal, but the public procurement tribunal at the Münster district government found no violation of procurement law. The Talent-2 trains will be serviced in the DB works in Düsseldorf and Münster, the heavy maintenance will take place in the DB works in Krefeld.

In June 2015, the responsible transport authorities announced that National Express would operate partial lots 2 and 3 of the new Rhein-Ruhr-Express .

These include the RE 4 ( Wupper-Express ), RE 5 ( Rhein-Express ) and RE 6 ( Rhein-Weser-Express ) lines. The RRX is the largest project to improve local rail passenger transport in North Rhine-Westphalia. As operation and maintenance were tendered separately, Siemens was awarded the contract for the construction and maintenance of the new Desiro HC electric multiple units. Part 1, which is also tendered, is operated by the German subsidiary of the Dutch provider Abellio Rail NRW .

Tenders

S-Bahn Berlin

National Express took part in the tender for the sub-network Ring of the S-Bahn Berlin . In October 2014, the company withdrew from the tender.

Nuremberg S-Bahn

On February 2, 2015, the Bavarian Railway Company (BEG) announced that National Express had won both lots in the Nuremberg S-Bahn tender and should take over operations from 2018. National Express wanted to purchase 39 five-part Škoda 7Ev “RegioPanters” from the Czech manufacturer Škoda Vagonka for around € 360 million .

On April 28, 2015, the responsible public procurement tribunal prohibited the award to National Express. On April 29, 2015, the Bavarian Railway Company announced that it had appealed against the decision of the public procurement tribunal to the Munich Higher Regional Court. The procurement chamber's decision is based on the fact that National Express "in the opinion of the procurement chamber of Southern Bavaria only failed to prove its financial capacity to the extent necessary in relation to the declarations to be formally submitted". The public procurement tribunal did not object to the appropriateness of the offer price, the quality of the offer from National Express and the selection of National Express as the most economical provider. Nor were any fundamental doubts expressed about National Express's financial performance.

On September 17, 2015, the Munich Higher Regional Court overturned the decision of the Southern Bavaria Public Procurement Chamber and decided that the BEG had to re-examine the financial performance of NX. On December 15, 2015, the BEG announced that, after an examination, taking into account the legal opinion of the Munich Higher Regional Court, National Express was financially strong enough to take over the S-Bahn services in the Nuremberg area.

On October 25, 2016, National Express announced that it no longer wanted to fight for the Nuremberg S-Bahn and withdrew. This was justified with the impossibility of building new vehicles and putting them into operation in the short time until the start of the contract.

National Express relies on different vehicles and vehicle concepts for the tenders. Bombardier Talent 2 were ordered in different lengths for use in North Rhine-Westphalia, some of which operate in double traction. For the Nuremberg S-Bahn, on the other hand, five-part Škoda 7Ev RegioPanter should be ordered, which should run as individual long trains.

Bombardier Talent 2

On June 4, 2013, Bombardier announced that National Express had ordered a total of 35 three- and five-part Talent 2 for around EUR 170 million. The delivery took place from 2015 to the beginning of 2016. The trains will be used in North Rhine-Westphalia on the RE 7 and RB 48 lines. Talent 2 vehicles have already been used by Deutsche Bahn and SWEG and had already been ordered by Abellio Rail NRW . On November 28, 2014, the first Talent 2 for National Express was presented at Bombardier's Hennigsdorf plant.

Škoda RegioPanter

Škoda Regiopanter vehicles have not yet been used in Germany and National Express would have been the first operator in this country. While the Talent 2 has Jakobs bogies , the RegioPanter has two bogies, like classic passenger coaches.

403 series

On behalf of National Express is currently [obsolete] trainset of class 403 repaired at Netinera in Neustrelitz. The multiple unit consists of the 403 001 and 403 002 head cars and the 404 001 and 404 003 intermediate cars. The multiple unit is to be leased by National Express for 15 years from 2015 and used for advertising purposes.

Series 110

The electric locomotive 110 043-6 of the Pressnitz Valley Railway (9180 6 110 511-3 D-PRESS) was painted in 2013 with an advertisement for National Express. Its serial number at Deutsche Bahn was 110 511.

In addition, National Express bought 110 469-4 from DB AG in 2015, it has been painted in blue since March 1, 2016 (IS703, Dessau (LDX)) and is to be used on the RB 48 line in push-pull train operations.

Bus transport

National Express was active in bus transport through its subsidiary National Express Germany GmbH. In 2013, the company entered the German national long-distance bus service under the city2city brand with several routes , accompanied by massive advertising measures. Germany boss Donker van Heel announced before joining in early 2013 that they wanted to become the market leader in the German long-distance bus line market. Previously, National Express only had a minimal share of the German market through Deutsche Touring , in whose majority owner Ibero Eurosur the National Express subsidiary Alsa holds a stake. On October 13, 2014 city2city ceased operations. The first major provider of long-distance bus routes in Germany thus gave up.
