Recklinghausen district

In the Recklinghausen district , several groups of voters apply for electoral favor. The Independent Citizens' Party (UBP) has not yet stood for an election, but gained its mandate through the dissolution of the Pro-Citizen Party (PBP) in 2005 and the subsequent transfer of the now non-party elected officials at district and community level.

In the district council of the Recklinghausen district sits a mandate holder of the Independent Citizens Party (UBP) who was elected for the pro-citizen party . The UBP has not yet made any elections.

The mandate holders of WIR - electoral alliance in the Recklinghausen district (WIR) are members of the Recklinghausen voter initiative and the WIR for Marl (WIR) citizens' list . The electoral representative for First Voter Community (EEC) is a member of Neue Recklinghauser Voting Community (NRW) .

City and local councils in the Recklinghausen district

In Marl , the mayor Uta Heinrich joined the XIII. Term of office (1999–2004) from the CDU and approached the civil union marl . Nevertheless, she was elected in 2004 with 68.8% in the second ballot.

Two parties in the Council of Oer-Erkenschwick won their seats without an election. The Bündnis 90 / Die Grünen party won a seat by leaving the Oer-Erkenschwick Green List . The Left Party even won parliamentary groups with two seats. The Independent Voting Association Oer-Erkenschwick (UWG) is a member of the State Association of Free and Independent Citizens' and Voting Communities North Rhine-Westphalia eV (LWG)

In Waltrop , the CDU, SPD, FDP and the Waltrop Green List each lost one mandate. Two were members of the Bürger für Waltrop (BfW) voter group , two remained non-attached.

Remscheid

In Remscheid , in addition to the four parties CDU, SPD, Greens and FDP, a group of voters called WiR voter community is active in Remscheid . The CDU Remscheid has been the strongest party since 1999, but the SPD Remscheid , along with Beate Wilding, has been mayor since the same election .

City council of Remscheid

In the 1999 local elections, the 5 percent hurdle no longer applied for the first time. This benefited the FDP Remscheid , which otherwise would not have made it into the council. WiR voter community in Remscheid moved into the council for the first time, was able to improve its result in the 2004 election and won a fourth mandate.

At the election party conference, the Liberals declared 18% of the vote to be the election target for 2009.

Mayor of Remscheid

In the first direct election of the mayor in 1999, Fred Schulz (CDU) was able to replace his predecessor from the SPD. In 2004 he was replaced by Beate Wilding (SPD).

The FDP Remscheid last took part in 1999 with its own candidate in a mayoral election. The former athlete and Olympic medalist Liesel Westermann-Krieg only reached 1,201 voters (2.8%). WiR voter community in Remscheid started in 1999 with Michael Dickel. He also failed to win the election and instead became chairman of the electoral group's council.

For the 2009 election, a civic alliance of CDU, FDP and WiR voter community in Remscheid against the incumbent was planned. Since the CDU set up Jochen Siegfried on its own initiative, after Fred Schulz, who had failed in 2004, was also in discussion, the FDP refrained from recommending an election in favor of Siegfried and the WiR nominated its own candidate with its 2nd chairman Gunther Brockmann.

All five Remscheid parties CDU, SPD, Greens, FDP and WiR are represented in all four district representatives in 2004. The CDU provides all mayors, the SPD all 1st deputies and the FDP a 2nd deputy. Of the 52 district representatives, the CDU 22 represents the SPD 15, the Greens 6, the FDP 5 and WiR 4.

Rhein-Erft district

In the Rhein-Erft district , besides the four state parliament parties, no other parties or groups of voters are represented in the district assembly. Groups of voters are only represented in the councils of cities and municipalities, where they have every 20th mandate. In 2009 the Free Voters will run across the district. The Citizens Alliance Kerpen (BBK) wants to compete in Kerpen at least.

Rheinisch-Bergischer Kreis

In the Rheinisch-Bergisch district three constituencies are active: the Independent Voter Community - Citizens for Citizens - Rhein-Berg (UWG BfB) , FUWG and the Civic Forum . In the XIII. The 1999–2004 term of office was the Wermelskirchener Neue Kommunalpolitik (WNK) today: Wermelskirchener Neue Kommunalpolitik Independent Voting Association (WNK UWG) represented separately from the UWG-BfB in the district council. Today WNK UWG is a member group of UWG-BfB.

Rhine district of Neuss

In the Rhein-Kreis Neuss ( district Neuss until July 1, 2003) there are two parties that are not represented in the state parliament: the German Center Party and the Offensive D The voter groups Active Citizens Community / The Active and UWG Rhein-Kreis Neuss form a parliamentary group in the district assembly .

The group of voters, Active Citizens Community / Die Aktive from Korschenbroich , founded in 2003, is an association of citizens from different walks of life . They arose from the groundwater actives. They name the solution to the groundwater problem in Korschenbroich as an important focus of their political work.

Solingen

The political spectrum in Solingen is subject to great fluctuations. The stay of the Ecological Democratic Party in the Council lasted just one term (the XIII.) . The citizens' community for Solingen , founded by former CDU members among others , was able to increase its council mandates from 3 to 6 from the XIII. to the XIV. term of office, but she lost two of them by leaving.

The Marxist-Leninist Party of Germany is present in Solingen with its subsidiary Solingen Aktiv, which was founded in 2003 .

City Councilor of Solingen

Since the local elections in 2004, the Solingen city council has changed a lot. In 2005 six council members split off from the CDU and founded the Free Citizens Union of Solingen (FBU) . Two of them left the FBU parliamentary group in 2007 and joined the FDP parliamentary group. The FBU will have to face the electorate for the first time in 2009.

In the summer of 2008, Helmut Teschner left the Civic Community for Solingen and has been non-attached since then. Gudrun Wüsthof followed him in March. Both were members of the CDU before the BfS.

Wuppertal

City Councilor of Wuppertal

WfW city councilor Christoph Grüneberg left his parliamentary group in 2005 and remained non-attached until March 2008. Before that he was also a member of the district board of the CDU Wuppertal. On February 28, 2008, he and Christa Aulenbacher von den Grauen (who decided to dissolve themselves) founded the council group Free Voting Community Wuppertal Generational Alliance (FWG) . The district representatives of Wuppertal

Gerhard Hirsch, WfW district representative for the Cronenberg district, left the group of voters in 2008. He joined the Free Voters' Community of Wuppertal Generations Alliance of City Councilors Grüneberg and Aulenbacher. The electoral community then published several untrue claims about the reason for his resignation. The number of members of the WfW has continuously decreased since the municipal elections in 2004. Especially between 2004 and 2008, numerous members and office holders resigned. The then Chairman of the Council Group, Prof. Dr. Schiller resigned his mandate as a member of the Elberfeld district council, although the WfW had no successor for him there.
