Leverkusen

The CDU is the strongest party in Leverkusen in the 14th electoral term. Nevertheless, the SPD provides the mayor. In second place of the parties in the council is the SPD. The Leverkusen e. V. is the third strongest political force. It has set itself the goal of gaining up to 30% of the vote in 2009 and catching up with second place.

The personal election alliance Livable, Active, Incorruptible, Progressive for Leverkusen LAUF , which is supported by the Marxist-Leninist Party of Germany MLPD , is against Agenda 2010. It is also involved in the Monday demonstrations in Leverkusen, which, however, have only a very limited audience and are in the Press hardly noticed. LAUF appoints a city council and runs again for election.

At the end of the 14th electoral term, the city council looks different from what the voters ordered on September 26, 2004. A council member of the SPD switched to the Independent Voting Community UWG . Two council members of Pro Opladen (OP) left this in 2007 and founded the Opladener voter community - Independent voter community OWG-UWG with the UWG . A council member of the Bürgerliste Leverkusen eV (BL) also switched to the OWG-UWG.

Lord Mayor of Mönchengladbach

Five candidates from the SPD , CDU , FWG , FDP and the Greens are standing for the election of the Lord Mayor, all of whom, apart from Norbert Post from the CDU, have already run for a Mayor election in Mönchengladbach. In the 2004 election, Norbert Bude won in the second ballot after the CDU candidate Stefan Wimmers had led with 8.9 percentage points in the first ballot. Erich Oberem from the FWG did not stand for election in 2004, was in 3rd place in 1999. Anno Jansen-Winkeln from the FDP reached 3rd place in 2004 with a result that was behind that of Oberem in 1999. Karl Sasserath from Bündnis 90 / Die Grünen reached 4th place in 2004.

Markus Lewe (CDU) won with 49.5% of the vote, just ahead of Wolfgang Heuer (SPD) with 45.4%. The remaining four applicants for the mayor's office (UWG-MS, ödp, individual applicant Seemann and Social List - DKP) received between 0.7 and 2.3% of the votes.

Oberbergischer Kreis

In the Oberbergischer Kreis , the FDP was only 9 votes behind the Greens in 2004, which cost them a mandate.

Two groups of voters are active at the district level: the Independent Community of Voters Oberbergischer Kreis (UWG) and the Free Community of Voters Oberbergischer Kreis (FWO) , which have been able to expand their position since 1994 (1994 other: 3.7%) .

Oberhausen

In the independent city of Oberhausen , the SPD achieved an absolute majority of votes in 2004, but only half of the seats in the city council. Only the five Bundestag parties are represented in the Council. In 1994 the ödp reached 1.2% of the votes, but did not take part in 1999.

Paderborn district

The Paderborn district has been a stronghold of the Catholic Conservatives since the introduction of democratic elections. The CDU has dominated since 1945 and has always received an absolute majority of the seats at district level and in all cities and municipalities. For the first time, in the 2004 local elections in the Altenbeken community, the absolute CDU majority in a local parliament in the district was broken. The SPD is very weakly represented in the Paderborn district. In the second largest city of Delbrück, it regularly only comes to single-digit percentages. The Greens are relatively strong, but not represented in all cities and municipalities. The FDP is rather weak, but has been able to reduce its deficit in recent years. The Left is running for the first time in the local elections in the Paderborn district in 2009. She has announced candidacies for the district council and the city council of Bad Lippspringe. In the city of Paderborn, she decided not to run independently in favor of the Democratic Initiative Paderborn (DIP). The left's top candidate for the district council is the former district chairman, former member of the Bundestag and two-time district administrator candidate for the SPD, Gerd Bauer . In addition to a few other groups of voters who are only running for candidates in one city or municipality, the FBI has a district-wide representation. The FBI in the Paderborn district is networked nationwide under the FBI umbrella . Under this name she ran nationwide in the 2009 European elections. There is no cooperation in the district election between the FBI and other local voter groups.

District Administrator of the Paderborn District

In the district elections, as in the district elections, the CDU dominates. In the two previous elections, two candidates each with a CDU party membership ran. In both elections, the two CDU candidates came in first and second. The SPD has not yet had a chance of at least getting into the runoff election.

In 1999 the incumbent senior district director Dr. Rudolf Wansleben against the CDU candidate, the incumbent honorary District Administrator Reinold pieces. After Wansleben was drawn into the runoff against pieces in the first round, he was elected district administrator with 63%.

In 2004, the incumbent District Administrator Wansleben was first nominated for re-election by the CDU. After repeated disputes between Wansleben and his party, the CDU withdrew his candidacy and nominated Manfred Müller, the mayor of Lichtenau. This then decided the district council election for himself in the first ballot. Wansleben is now again working very successfully as a lawyer nationwide.

For this year's district election, the CDU again nominated the incumbent district administrator Manfred Müller. This is also supported by the FDP. The SPD nominated its parliamentary group leader in the district assembly Wolfgang Weigel. The Free Citizens Initiative (FBI) nominated Hans Tegethoff. There are no other candidacies.

City and local councils

The Paderborn district has 10 cities and municipalities belonging to the district.

As in the district council, the CDU dominates in all city and local councils. The only exception is the local council in Altenbeken, where there was a tie between the SPD-Greens on the one hand and the CDU-FDP on the other. However, this stalemate was postponed further to the detriment of the CDU by the resignation of two CDU council members who founded the Altenbekener Bürger-Allianz (ABA) and a joint ABA-FDP faction. Nonetheless, the SPD provides the mayor in Altenbeken. The mayor of Bad Lippspringe ran as an independent candidate, but was a long-term SPD member until his candidacy. The chairman of the city association of the CDU even called him "CDU mayor" at an election campaign event.

In addition to the CDU, SPD, Greens and FDP, various groups of voters are represented. Particularly noteworthy are the Green Alternative Citizens' Initiative Delbrück (GABI) and Free Voting Community Borchen (FWB), which is closely related to the Greens, the Democratic Initiative Paderborn (DIP), which is close to the party, and the Free Citizens Initiative (FBI), which is now part of the nationwide which was founded in Paderborn and is now also represented in the Salzkotten city council.

The left will run for the first time in the 2009 local elections in the Paderborn district. There will also be new candidacies from the Free Voting Association Bad Lippspringe (FWG) and the Altenbekener Bürger-Allianz (ABA). Both groups are positioned in the middle class. On the other hand, the Independent Voting Association Salzkotten decided to dissolve after 20 years in the council (founded as an FDP city association in 1989, then split from the FDP in 1995).

In 5 of the 10 municipalities, the office holders no longer stand for election. In addition to the two independents Willi Schmidt (Bad Lippspringe) and Heinrich Schwarzenberg (Borchen), these are the CDU mayors Robert Oelsmeier (Delbrück), Wolfgang Runge (Büren) and Karl-Heinz Wange (Lichtenau). The mayors Winfried Menne (Bad Wünnenberg, CDU) and Michael Berens (Hövelhof, CDU), on the other hand, will most likely be re-elected as no opposing candidates have been nominated. The same applies to the CDU candidate Dieter Merschjohann in Lichtenau. The largest selection, however, have the voters in Borchen and Paderborn, who can each choose between 5 candidates. The voters in Bad Lippspringe can choose between 4 candidates. The CDU candidate there attracted attention with a dirty campaign style when he registered the Internet domain with the name of a competitor and redirected it to his own homepage.
