Dieter Gerald Janecek (born May 25, 1976 in Pirmasens ) is a German politician ( Bündnis 90 / Die Grünen ) and a member of the German Bundestag since 2013.

Life

Dieter Janecek grew up mainly in Eggenfelden . He is a graduate Diploma political scientist of the School of Political Science in Munich .

Janecek is married and has three children.

Dieter Janecek was state manager of Bündnis 90 / Die Grünen Bayern from 2005 to 2008 and was elected as the youngest state chairman of the Bavarian Greens at the state delegates' conference in Rosenheim in October 2008 . With his election he succeeded Sepp Daxenberger , who resigned from the state chair due to the separation of office and mandate regulated in the party statutes. Janecek was re-elected at the regional assembly in October 2010 with 89.1% and in October 2012 was confirmed for the second time without an opposing candidate with 83.6% of the delegate's votes as regional chairman.

Dieter Janecek is politically assigned to the “ Realo” wing , from 2013 to the beginning of 2018 he acted as one of the two wing coordinators of the parliamentary group.

Janecek initiated the future congresses Mein Bayern and the dialogue series Sustainable Management of the Bavarian Greens, and on his initiative, the Munich Greens launched the successful citizens' initiative against the 3rd runway at Munich Airport . He is a founding member of the non-partisan think tank Die Transformateure . His main topics include ecological transformation, green industrial policy, mobility, energy policy and the sustainable use of natural resources. Janecek is a regular point of contact for industry and medium-sized businesses and is known for his active role in social media.

From 2008 to 2013 he represented the Greens in the district assembly of Upper Bavaria and from 2010 to 2013 also in the Munich district committee Neuhausen-Nymphenburg.

Janecek caused a sensation in 2008 when he obtained a ruling from the European Court of Justice , which grants directly affected citizens the right to demand measures from the responsible authorities to reduce particulate matter pollution exceeding limit values, and which ultimately forced the city of Munich to designate the environmental zone .

In July 2012 he was nominated as a direct candidate for the Greens in constituency 221 Munich-West / Mitte for the 2013 federal election. He received 13.1% of the first votes, less than the second vote result of the Greens of 15.5% in this constituency; 42.6% of the direct mandate went to the CSU applicant Hans-Peter Uhl . Janecek took over the national list (Rank 4) of the Bavarian Greens in the Bundestag one. In the 18th electoral term (2013-2017) Janecek was the economic policy spokesman for his parliamentary group, in the 19th electoral term (2017-) he initially acted as chairman of his parliamentary group in the digital committee and as spokesman for digital economy and digital transformation . Since October 2019 he has been the spokesman for industrial policy and the digital economy of his parliamentary group and also chairman of the economic committee. Since 2013 he has been a full member of the Committee on Energy and Economics and the Committee on the Digital Agenda . Since September 2018 he has been a member of the newly constituted study commission " Artificial Intelligence - Social Responsibility and Economic, Social and Ecological Potential " of the German Bundestag. He is also the deputy chairman of the German-Austrian parliamentary group.

When the state chairman was elected in October 2014, Janecek did not stand for re-election. His successor was Eike Hallitzky .

Transport policy

In 2016, Janecek attracted a lot of attention with his request to open red lights for cyclists along the lines of the “ Idaho Stop ”. Cyclists would have to treat red lights like stop signs and can judge whether they are crossing intersections based on the traffic situation.

Dieter Janecek expects smooth traffic and increased traffic safety from “red-free traffic lights”. Corresponding regulations have been in effect in the US state of Idaho since 1982, since 2011 in some counties of Colorado, in the French capital Paris since 2012 and since 2017 in the US state of Delaware. Free right turns for cyclists at red lights has been allowed in the Netherlands since 1990, in many French cities and in Belgium since 2012.

Digitization, environmental and economic policy

In December 2017 Janecek published a position paper on a Green Digital Deal together with the Baden-Württemberg Green MPs Danyal Bayaz and Anna Christmann . The parliamentarians see digitization as an opportunity, a change in resource consumption, new mobility concepts and innovative business start-ups.

Janecek is a member of the political advisory board of the 3D printing association and the German AI association. Janecek calls for a regulatory framework for artificial intelligence and increased research on AI and algorithm ethics, but spoke of "alarmism" in the context of Elon Musk's statements on the dangers of artificial intelligence.

Drug policy

In 2015, Dieter Janecek, together with Joachim Pfeiffer (economic and energy policy spokesman for the CDU / CSU parliamentary group), called for the legalization of cannabis based on the model of US states such as Colorado or Washington in a cross-faction position paper . Both criticized the growing black market for sales of illegal drugs and the costs of prosecuting drug users (1–2 billion euros per year), money that could be better invested in combating the black market.

As a result of the criminalization, they feared the admixture of life-threatening substances and cross-financing of criminal milieus. The MPs called for an intensive focus on prevention work and the controlled distribution of cannabis-containing products to protect minors. From tax revenues they expected additional tax revenues in the range of 1–2 billion euros and thus a potential self-financing of the prevention and education work.

Criticism came from Health Minister Hermann Gröhe (CDU). He feared that the health consequences of cannabis consumption would be trivialized and rejected decriminalization.
