The Academy for Political Education in Tutzing am Starnberger See is a place for further training and encounters as well as a forum for information and communication on current and fundamental topics of national and international politics. Founded by the Bavarian State Parliament in 1957 as an institution under public law , it promotes civic education on a non-partisan basis. It is a unique institution in Germany's political education landscape . Political scientist Ursula Münch has been the director of the academy since November 2011 .

Foundation of the academy

A few years after the end of National Socialism , democracy in Germany was still unstable, which is why the political actors at the time campaigned to promote political education in large parts of the population. Thus in 1957 the Academy for Political Education Tutzing was founded by the Bavarian State Parliament as an institution under public law through an Academy Act:

“The purpose of the academy is to promote and deepen civic education in Bavaria on a non-partisan basis. The academy serves to consolidate the ideas of the free-democratic state order. "

The funding of the Academy is regulated by Article 1, Paragraph 2 of the Academy Act. This stipulates that the Free State of Bavaria will provide the Academy with the funds required to carry out its tasks in accordance with budgetary laws. The academy's budget is part of the budget of the Bavarian State Ministry for Education and Culture, Science and Art and is subject to review by the Bavarian Supreme Court of Auditors . In 2015 it was just under four million euros. The academy is not obliged to any party, political direction or association and has the right to self-administration within the framework of the law.

Fields of work

In order to fulfill its tasks, the academy organizes public conferences, academy talks and specialist congresses as well as seminars and courses for the advanced training of professional groups who are themselves active in the field of political education. Around 160 events take place every year, the majority of which are held in Tutzing. The main thematic and content priorities include the following areas:

Each year a focus is also set - in 2016 this will be "centrifugal forces". The academy also publishes its own content on political education topics. In addition to a large number of series, various collaborative publications, conference documentation, anniversary and commemorative publications or offprints were published by or with the participation of the Academy. The publications appeared partly as publisher publications through the book trade, partly as self-published by the academy. Organization and structure

The organs provided for in the Academy Act are the Board of Trustees (Art. 4 to 8), the Director (Art. 9 to 11), the Lecturer College (Art. 12 and 13) and the Advisory Board (Art. 14 and 15).

The Academy Director is appointed by the Bavarian State Government on the recommendation of the Board of Trustees for a period of six years. Re-appointment is permitted. Lecturers

The academy's staff consists of qualified scientists from various humanities and social science disciplines. In addition to scientific competence, great importance is attached to the pedagogical suitability of applicants when selecting personnel. The college consists of assistants and lecturers and comprises a total of ten academic posts (including the director). Since the new principles of the Academy for Political Education for the employment of academic staff were adopted in 2000, academic positions have been awarded for a limited period.

Board of Trustees

The task of the board of trustees is to protect the interests of the academy, to approve guidelines for the work of the academy and to monitor compliance with them, and to assist in the appointment of the director and the full-time lecturers. The Board of Trustees consists of one member of the group with strength in the Bavarian state parliament represented parties and additionally ten members which public life, the science and education represent the country.

Advisory Board

An advisory board made up of politicians, scientists, representatives from churches, business and associations establishes the connection between the academy and the public and advises the director and others. a. in determining the academy's guidelines. The chairman of the advisory board is currently Klaus Meisel, his deputy is Hilde Stadler.

Sponsorship group

A sponsorship group has been accompanying the academy in its educational work since 1988. It makes a financial contribution to the work of the academy as well as to publications and the engagement of additional experts and speakers from science and practice.

To the house

Since its foundation, the academy has been housed in the Haus Buchensee property in Tutzing on the shores of Lake Starnberg. It is assumed that the main building of the property, built from 1864 onwards, goes back to a design by the royal Bavarian master builder Leo von Klenze and that the park is a creation of the garden architect Carl von Effner . After several changes of ownership, the Upper Bavaria State Insurance Company bought the property in 1938 in order to build a youth training camp on it. After the renovation work was completed in 1942/43, the house was confiscated by the Wehrmacht and served as a reserve hospital until the end of the war , then as a refugee home and from 1947 as a (district) retirement home. In 1952 the state insurance institute opened its social policy school in the Buchensee building.

In July 2000, a long lease agreement was signed for the property for a period of 99 years with the landowner Landesversicherungsanstalt Oberbayern (since October 2005 Deutsche Rentenversicherung Bayern Süd ) . As a result of expansions and renovations, the Academy for Political Education now has lecture halls and seminar rooms, lounges and dining rooms, a ward with a total of 72 guest beds, staff offices, the academy library with tens of thousands of volumes as well as business and ancillary rooms. Between March 2010 and September 2011 a new auditorium was built on the site, which was christened “Heinrich-Oberreuter-Saal” in honor of the former director and offers space for up to 220 guests.
