The Munich School of Politics (HfP) - Bavarian School of Public Policy is an institutionally independent institution at the Technical University of Munich , which offers the study of political science or political science . In autumn 2011, the Geschwister-Scholl-Institut of the LMU opposed the HfP by informing the press that it no longer wanted to be responsible for awarding diploma degrees. As a result, the Bavarian State Parliament formed a sub-committee in 2012 to develop a concept for the future. The constituent meeting of the Subcommittee on the Future Concept for the Munich School of Politics (HfP) took place on May 10, 2012. On November 24, 2014, the Bavarian State Parliament passed the law on the realignment of the HfP and transferred the sponsorship to the Technical University of Munich. The law came into force on December 1, 2014. To understand the effects of technological advances e.g. In 2016, seven professors were appointed to the HfP to research and teach on the interactions between technology and society to be able to analyze, for example, the fields of energy, environment, climate change, big data, data security and mobility in terms of politics, society and the economy.

The HfP is only partially subject to the Bavarian University Act. There are historical reasons for this: The university was after the Second World War at the instigation of the US occupying power with the aim of re-education or education for democracy founded. This is how democracy should be established in post-war Germany. Initially, the university was established as a corporation under private law (date of foundation: July 14, 1950). On October 27, 1970, it became an “institutionally independent institution at the University of Munich ” (similar to an “ affiliated institute ” of a university). This makes it a university that finds its legal basis in its own university law that only applies to it. Although it is independent, the academic degrees were formally awarded by the Ludwig Maximilians University in Munich. Since February 16, 1981 it has the status of a corporation under public law .

Since the end of 2011 a dispute has been smoldering between the Geschwister-Scholl-Institut of the LMU Munich and the University of Politics Munich (HfP). The LMU's Faculty of Social Sciences considered the content and staff of the HfP to be in need of reform and wanted to end the legally required cooperation. The Bavarian state parliament had warned against this. However, the university committee of the Bavarian state parliament also saw a need for reform and therefore set up a subcommittee to reform the HfP. According to the will of all parliamentary groups, the basic concept of the HfP (part-time study and integration science approach) should be retained.

As a result of the change in the law of November 24, 2014, the HfP, as a political science institution, changed from the Ludwig Maximilians University of Munich to the sponsorship of the Technical University of Munich on December 1, 2014 . The appointment process for the new HfP professorships started on December 18, 2014. From 350 applications from Germany and abroad, seven professors were appointed who started their service at the Munich School of Politics on March 1 / July 1, 2016. In July 2016, the Munich School of Politics moved to its new premises in the Brienner Forum on Königsplatz. The new bachelor's degree in Political Science started in the 2016/17 winter semester and the new Politics & Technology master's degree in the 2017/18 winter semester . Both can be studied full-time and part-time and offer a “comprehensive political science education with a possible focus on political fields at the interface between politics and technology”.

Education

Bachelor's degree in political science

Since the winter semester 2016/17, the Munich School of Politics has been offering a bachelor's degree in political science .

In the winter semester 2016/17, a total of 80 students were enrolled in the bachelor's degree at the HfP (19 part-time students). Of these, 47 were male and 33 were female (female quota 41.25%). The proportion of international students was 10.00% (8 students; 7 nationalities).

Course content

In addition to the classic sub-areas of political science, the new course includes basic modules in the fields of economics and law and modules from the fields of technology and natural sciences, as well as life sciences and medicine. (e.g. mobility, energy, big data, health).

Master's degree in Politics & Technology

Since the winter semester 2017/18, the Munich School of Politics has been offering a master's degree in Politics & Technology .

In the 2017/18 winter semester, a total of 34 students were enrolled in the master’s course at the HfP (6 part-time students). Of these, 20 were male and 14 were female (female quota 41.18%). The proportion of international students was 44.12% (15 students; 13 nationalities).

Course content

This course is an innovative, interdisciplinary and transdisciplinary course in political fields at the interface of politics and technology: Not only innovative contents of political science ("Democracy in the Digital Age", "Governance of Big Transformations: Environmental, Social & Technological Aspects ”,“ Global Governance, Ethics & Technology ”), but also engineering and natural science modules from the faculties of the Technical University of Munich in the areas of“ Digital Technology ”,“ Urbanization, Mobility, Energy ”and“ Social Responsibility and Corporate Governance ”and“ Economics & Policy ”.

The course is accompanied by an extensive professorial mentoring program.

Diploma in Political Science

Studies in the diploma course can no longer be taken up.

In the 2016/17 winter semester, a total of 183 students were enrolled in the diploma program at the HfP. 104 of them were male and 83 female (female quota 44.39%). The proportion of international students was 16.58% (31 students; 18 nationalities).

Course structure

The course is divided into a basic and a main course, each of which is self-contained. It covers four subject areas: Theory of Politics, Law and State, Economy and Society, International Politics and Recent History. Basic courses, proseminars and working groups are completed in the basic course. The main course includes lectures and advanced seminars. In addition, special seminars are offered to prepare for the diploma.

Applicants without a university entrance qualification are also admitted to the basic course, provided they pass an entrance exam. If you are aiming for the diploma, you must catch up on the general higher education entrance qualification (successful Abitur examination at schools or the gifted examination ). In preparation for this, separate working groups are offered.

The basic studies are completed with a preliminary diploma examination (for students with a university entrance qualification) or a final examination (for students without a university entrance qualification). The basic course lasts four semesters and is extended by two semesters for students without a university entrance qualification. The main course is only open to students with a university entrance qualification and lasts four additional semesters.

Students with a university entrance qualification finish the basic course with the preliminary diploma examination and the main course with the diploma examination. fees

The Hochschule für Politik does not charge any tuition fees. Only the student union fee and the solidarity fee of the semester ticket are due per semester.

College groups

There are currently three political university groups at the university: The “ALi - Alternative List at the HfP” as a non-partisan alliance of green, social democratic and left-wing students, the CSU- close “Ring of Christian Democratic Students at the HfP eV - RCDS”, and “Die non-partisan university group "(ÜHG), which was founded in May 2017 by three Bachelor students. After the university elections in the summer semester of 2016, the Alternative List and the RCDS each provided a student representative for one year. The Freie Hochschulgruppe (FHG) has not competed for this election since 2014 and disbanded. After the university elections in the summer semester 2017, the RCDS and the ÜHG each provided a student representative. Since the university elections in the summer semester 2018, the ÜHG, which won 78.43% of all valid votes in the elections, has provided both student representatives. Since the university elections in 2019, the ÜHG has successfully defended its two seats with a total of 73.49% of all valid votes and thus continues to provide both student representatives.
