Bernd-Bernhard Fabritius (born May 14, 1965 in Agnita ( Agnetheln ), Romania ) is a German politician and association functionary. From 2013 to 2017 he was a member of the German Bundestag for the Christian Social Union in Bavaria . He is President of the Association of Expellees , and on April 11, 2018, he became the Federal Government Commissioner for issues relating to repatriates and national minorities .

Life

Fabritius is the son of an insurance salesman and a bank clerk. After graduating from the Samuel von Brukenthal High School in Sibiu in 1983, he briefly worked as an assistant teacher in the city. He emigrated to Germany with his parents and two siblings in 1984 . From 1985 onwards, Fabritius studied state social administration at the Bavarian civil service college . After graduating with a degree in administrative management (FH) in 1988, he was taken over by the Bavarian State Ministry for Labor, Social Affairs, Family, Women and Health as a civil servant in the service of the Free State of Bavaria and employed in the area of ​​the Upper Bavaria State Insurance Institute (LVA) . In addition to this activity, he studied political science at the Munich School of Politics . With the completion of this study in 1991 (final certificate HFP) he also ended his activity at the LVA Oberbayern and settled down as a legally approved pension advisor (social legal advisor ).

From 1991 to 1994 he studied law at the Ludwig Maximilians University in Munich and passed the first state examination, and in 1996 he passed the second state examination. 2001 to 2003 doctorate in law (cooperation procedure between the universities of Tübingen and Hermannstadt / Sibiu , European administrative procedural law; Magna Cum Laude). Fabritius has been working as a lawyer in Munich since 1997 and heads a law firm specializing in social law ( third-party pension law , social process law). Her main areas of activity are criminal law, family law and the law of registered civil partnerships. He taught procedural law at the University of Applied Sciences of the Saxon Administration in Meißen and as Prof. Univ. asociat of the Law Faculty of the University "Lucian Blaga" and the German-Romanian University for Law and European Institutions (ROGER) in Hermannstadt / Sibiu.

Fabritius lives in a registered civil partnership .

Since 2010 Fabritius has been deputy state chairman of the Union of Expellees and Aussiedler (UdV) and member of the board of the East and Central German Association . Since December 2015, the expellee has been a co-opted member of the party executive committee of the Christian Social Union (CSU) through his function as President of the Federation.

In the federal election in 2013 , he succeeded in entering the German Bundestag .
Fabritius was chairman of the subcommittee for foreign cultural and educational policy of the German Bundestag, a full member of the Foreign Affairs Committee and the Committee on Human Rights and Humanitarian Aid as well as a deputy member of the Interior Committee and the Legal Committee of the German Bundestag . He also represented the Federal Republic of Germany as a member of the Parliamentary Assembly of the Council of Europe (Chairman ad.interim of the Committee on Legal Affairs and Human Rights) and in 2014 was sent by the German Bundestag as a representative to the Board of Trustees of the Federal Magnus Hirschfeld Foundation and to the Sudeten German Council . Ukrainian filmmaker Oleh Sentsov, who was imprisoned in Russia , as part of a program of the Bundestag Human Rights Committee .

He lost his mandate after the 2017 federal election . On April 11, 2018, he was appointed as the Federal Government Commissioner for Resettler Issues and National Minorities.

Honorary positions

Fabritius has been active in various leading positions within the community of Transylvanian Saxons since 1998 . Since 2007, Fabritius has been the federal chairman of the Association of Transylvanian Saxons in Germany. V. and President of the worldwide Federation of the Transylvanian Saxons . He is a founding member and vice-president of the Bavaria-Romania Foundation for Social Assistance in Romania, member of the advisory board for expellees of the Bavarian State Ministry for Labor, Social Affairs, Family and Women, of the advisory board of the House of the German East in Munich, member of the regional planning advisory board of the Bavarian State Ministry for Economic Affairs, Infrastructure, Transport and Technology, Member of the Federal Assembly and the Presidium of the Federation of Displaced Persons (BdV), Vice President of the BdV since October 23, 2010, Member of the Board of the Bavarian State Association, Member of the Board of the Aid Committee of the Transylvanian Saxons and Banat Swabians in the Diakonisches Werk of the EKD and member of the supervisory board of the Honterus printing and publishing company in Sibiu. On July 8, 2010, Fabritius was elected by the German Bundestag as a member of the Board of Trustees of the Flight, Expulsion, Reconciliation Foundation in Berlin.

For his voluntary work, Fabritius was awarded the medal for special services to Bavaria in a United Europe on May 11, 2011 .

On November 7, 2014, Fabritius was elected to succeed Erika Steinbach in the office of BdV President, after he had been deputy since 2010.
