The Höppner II cabinet served as the state government of Saxony-Anhalt from 1998 to 2002 . In the election for the 3rd state parliament of Saxony-Anhalt on April 26, 1998, the SPD , which has ruled since 1994, rose slightly to 35.9 percent of the valid second votes , but its previous coalition partner Bündnis 90 / Die Grünen missed the five with 3.2 percent Percent hurdle and was no longer represented in the state parliament. The SPD, with its top candidate, Prime Minister Reinhard Höppner , was still unwilling to cooperate with the weakened CDU (minus 12.4 percentage points compared to the 1994 election ). Since the right-wing extremist DVU was out of the question as a coalition partner, a minority government was formed, which was tolerated by the PDS according to the " Magdeburg Model " of 1994 .

In the second session of the State Parliament of Saxony-Anhalt on May 26, 1998, the MPs re-elected Reinhard Höppner Prime Minister, unlike in 1994 in the first ballot: out of 112 votes cast, Höppner received 67 votes, 43 against and two abstentions . Höppner then introduced the members of his state government.

After the resignation of the Minister of Education, Karl-Heinz Reck on December 10, 1998, Gerd Harms succeeded him. As a member of the Bündnis 90 / Die Grünen party, which is not represented in the state parliament , he belonged to the cabinet as a recognized specialist politician in the field of education: Prior to this, he had already held state secretary posts in the education departments of the states of Berlin and Brandenburg . There were several changes in the Ministry of Economic Affairs during the 3rd electoral term of the state parliament : After Minister Klaus Schucht left the office , the previous State Secretary Matthias Gabriel took over the department, followed in 2001 by MP Katrin Budde .

In April 2000, as in the middle of the second electoral period in 1996, two departments were merged: Since Environment Minister Ingrid Häußler had been elected Mayor of the City of Halle (Saale) , the Ministries for Spatial Planning became after her departure from the cabinet and the environment and for food, agriculture and forestry in a ministry for regional planning, agriculture and the environment headed by the previous Minister of Agriculture, Johann Konrad Keller .

A few months before the state elections in 2002 , Justice Minister Karin Schubert answered the call from Berlin to take over the offices of mayor and senator for justice . Interior Minister Manfred Püchel temporarily continued the official business of the Ministry of Justice. In the state elections, the SPD lost heavily and had to give up government responsibility after eight years. On 16 May 2002 Hoeppner was the CDU politician Wolfgang Böhmer replaced, the next day the Cabinet took a CDU / FDP - coalition to work on.
