Cabinet Höppner I
The Höppner I cabinet formed the state government of Saxony-Anhalt from 1994 to 1998 . It resulted from the election for the 2nd state parliament on June 26, 1994. Neither of the two political camps was able to form a government on its own : The CDU with the incumbent Prime Minister Christoph Bergner could no longer count on its previous coalition partner FDP , which with 3.6 percent of the valid second votes and did not miss the five percent hurdle was represented more in the state parliament. The SPD, with its top candidate Reinhard Höppner , gained significantly and was only slightly behind the CDU (34.4 percent) with a share of the vote of 34.0 percent. However, even together with Bündnis 90 / Die Grünen , the SPD did not achieve the necessary absolute majority of seats in the state parliament (50 of 99 mandates ).
After the SPD rejected an offer from the CDU to form a “ grand coalition” , a minority government was formed from the SPD and Alliance 90 / The Greens, which the PDS tolerated. Since the PDS agreed to vote in votes with the government factions or to abstain , the red-green alliance was able to rule with a relative majority of 41 seats against the sole opposition party, the CDU (37 seats). This agreement became known as the " Magdeburg Model " and marked the PDS's first involvement in a German state government without being part of the government itself.
In the constituent session of the 2nd Landtag on July 21, 1994, as expected, the Prime Minister was not elected successfully until the third ballot. Previously, neither Christoph Bergner nor Reinhard Höppner had received the absolute majority of the votes required under Article 65 paragraph 2 of the constitution of the state of Saxony-Anhalt . In the third ballot, in which the candidate with the most votes was considered elected, Höppner was able to prevail with 48 votes against Bergner, who received 37 votes.
The next day, the newly elected Prime Minister Höppner appointed the members of his state government, which was the only representative of the smaller coalition partner Bündnis 90 / Die Grünen Environment Minister Heidrun Heidecke . The Ministry of Science and Research, newly created by the former Münch government in July 1991, was reintegrated into the Ministry of Culture . After the resignation of Agriculture Minister Helmut Rehhahn (SPD) on May 25, 1996, his position was not filled; Instead, on June 11, 1996, the Ministry of Food, Agriculture and Forestry was merged with the Ministry of Environment, Nature Conservation and Regional Planning to form the Ministry of Regional Planning, Agriculture and Environment led by Heidrun Heidecke.
With the first meeting of the 3rd state parliament on May 25, 1998, the term of office of the state government ended in accordance with Article 71 paragraph 1 of the state constitution. It was replaced the following day by the Höppner II cabinet, also led by Reinhard Höppner as a minority government.
