The Gies cabinet formed the first state government of Saxony-Anhalt from November 2, 1990 to July 4, 1991 . After the state of Saxony-Anhalt , which was dissolved in 1952, was restored as a result of German reunification , the first state election took place on October 14, 1990 . The CDU emerged victorious from this with its top candidate Gerd Gies : It received 39.0 percent of the valid second votes and was able to form the first government together with the FDP (13.5 percent) . Together, the governing parties held 62 of the 106 mandates in the state parliament .

In its constituent session on October 28, 1990, the state parliament first passed the law on the provisional order of governance in the state of Saxony-Anhalt , since a constitution was not yet in force. On this basis, Gerd Gies was elected Prime Minister . He was able to unite 59 votes, his opponent Hans-Jochen Tschiche , the chairman of the Alliance 90 / Greens parliamentary group , received 30 votes; 13 MPs abstained and four votes were invalid. At the 2nd Landtag session on November 2, 1990, Gerd Gies presented the members of his government who, in accordance with Section 2 of the Act on the Provisional Regulations of Government in the State of Saxony-Anhalt , had to be confirmed by a resolution of the Landtag before they took office.

In comparison with the other newly formed governments of the five so-called “ new states”, the “ Gies cabinet” was remarkable in two respects: It was the only state government that did not include a woman and it was the first to resign before the end of her term of office.

After Prime Minister Gerd Gies came under increasing pressure to have party friends with allegations of working in the former Ministry for State Security of the GDR to give up state parliament mandates in order to be able to become a member of parliament, Gies and his government declared their resignation on July 4, 1991 . The state parliament then elected the previous Minister of Finance Werner Münch (CDU) as the new Prime Minister, who continued the coalition of CDU and FDP.
