Jakob Kreidl (born August 16, 1952 in Dürnbach , today Fischbachau ) is a German politician ( CSU ) and a former member of the Bavarian State Parliament . He was from 2008 to 2014 District Administrator of the rural district Miesbach .

education and profession

Jakob Kreidl attended elementary school in Elbach from 1958 to 1965 and the secondary school in Miesbach from 1965 to 1969 . From 1969 to 1971 he graduated from the technical college in Rosenheim . He attended the Dieburg University of Applied Sciences from 1971 to 1974 with a degree in engineering (FH) (field of communications and telecommunications technology ). From 1974 to 1990 Kreidl worked for the Deutsche Bundespost (telecommunications sector) , most recently in a managerial position. From 1990 to 1994 he worked as the full-time mayor of his home town of Fischbachau .

From 1996 to 2000 Kreidl studied at the Munich School of Politics . In 2005 he received his doctorate from the University of the Federal Armed Forces in Munich . In April 2013, the Internet platform Vroniplag was accused of having plagiarized Kreidl on a massive scale in his dissertation, and in December 2013 the University of the German Armed Forces revoked his doctorate .

Kreidl is a Roman Catholic, married and has two children.

Jakob Kreidl joined the CSU in 1980. From 1992 to 2014 he was chairman of the Miesbach district association of his party and since 1993 a member of the district committee of the CSU Upper Bavaria. From 1984 to 1990 he sat on the local council in Fischbachau. From 1990 to 2014 he was a member of the Miesbach district council .

Jakob Kreidl was a member of the Bavarian State Parliament from October 19, 1994 to April 30, 2008. There he was the chairman of the Committee on Local Affairs and Homeland Security. In Günther Beckstein's cabinet , which was sworn in in autumn 2007, Kreidl had acted as Minister of the Interior, but was not considered. In connection with the salary scandal in the Bavarian State Parliament, a list published by State Parliament President Barbara Stamm announced on May 3, 2013 that Jakob Kreidl had also employed family members during his state parliament mandate and paid them from tax revenues (see relatives affair ).

In April 2008, half a year before the state election in Bavaria , he resigned from his state parliament mandate. On March 2 of the same year he was elected District Administrator for the Miesbach district. With a turnout of 61.2%, he was able to prevail clearly against his opponents. Kreidl received 64.6% of the votes cast compared to 16.7% for Robert Huber from the SPD and 18.7% for Wolfgang Rzehak from the Greens . Kreidl was already deputy district administrator together with Michael Pelzer before his election and had to replace the sick district administrator Norbert Kerkel more often. Two years later, Kreidl was elected President of the Bavarian District Assembly. He won with 80 to 53 votes against his party friend Christian Bernreiter , the district administrator of Deggendorf.

In the Bavarian municipal elections on March 16, 2014 , Kreidl, as incumbent and CSU candidate, received only 15.83% of the votes in the first ballot and missed both re-election and the runoff. He landed only fourth among the applicants for the district office. Kreidl also missed entry into the Miesbach district assembly; He ended up in 23rd place on the list - although he was placed in 1st place on the list - but the CSU only received 21 seats.

Other offices, sideline jobs and memberships

Jakob Kreidl is a member of the Elbach mountain rifle company , the traditional costume clubs in Fischbachau and Elbach, the Elbach music band, the Elbach volunteer fire brigade and the German Alpine Club ( Leitzachtal section ). In his function as District Administrator, Kreidl has been Deputy Chairman of the Oberland Region Planning Association (districts Bad Tölz-Wolfratshausen , Miesbach, Weilheim-Schongau and Garmisch-Partenkirchen ) since mid-July 2008 .

Kreidl is also u. a. still member of the board of directors of BayernLB and of the broadcasting council of Bayerischer Rundfunk . on the board of directors of Kreissparkasse Miesbach-Tegernsee , as well as on the supervisory board of the savings bank association , the Bavarian Insurance Chamber and the Agatharied GmbH hospital. The number of Kreidl's secondary jobs amounts to more than twenty, the scope and remuneration of his secondary jobs caused criticism. As a district administrator, Kreidl is allowed to earn an additional 24,360 euros per year, which exceeds this amount must be paid to the district. In 2012 Kreidl's sideline activities exceeded this amount for the first time, in December 2012 Kreidl applied to the Miesbach district council to be exempted from the obligation to pay. The district council complied with this request, which led to controversy. In January 2013, Kreidl announced that he would be transferring the additional income.

According to BayernLB , its general meeting on February 28, 2014, after having previously “doubled the total remuneration last year”, decided to withdraw Kreidl from the supervisory board.

Plagiarism affair

Jakob Kreidl received his doctorate in 2005 from the Faculty of Social Sciences at the University of the Federal Armed Forces in Munich (UniBwM) with the thesis The Kosovo Conflict - Prehistory, Course and Perspectives for Stabilizing a Crisis Region. The first reporter was Jürgen Schwarz , the second reporter was Armin A. Steinkamm . The Internet platform VroniPlag Wiki made a large number of plagiarisms in Kreidl's dissertation public in March 2013 . The UniBwM agreed to review the work.

Confronted with the plagiarism allegation, Kreidl assured on March 27, 2013 that he had "thoroughly researched and given the sources according to the doctoral regulations". On April 11, he admitted that he had "made a number of mistakes in a regrettable manner." From April 11, 2013, Kreidl renounced the use of the doctorate.

The political scientists Berthold Meyer and Peter Schlotter accused Kreidl in an open letter on April 17, 2013, that he had taken over large parts for his doctoral thesis without citing the source and thereby committed “deliberate violations of copyright”. Kreidl tried to disguise the copying by slightly reformulating the structure and texts in places; The authors conclude from this that Kreidl “proceeded systematically”.

The UniBwM recognized Jakob Kreidl's doctorate on December 12, 2013. She justified this with the fact that the work was not an independent academic achievement and was therefore not worthy of a dissertation.

When submitting the dissertation in 2005, Kreidl had given the affidavit that he had written the work himself. Kreidl was spared criminal proceedings because the false affidavit was statute-barred in 2013 when the plagiarism became public. A civil service disciplinary procedure against Kreidl on the part of the government of Upper Bavaria because of false affidavit was set; it was so-called off-duty misconduct that was not relevant to civil servants.

Allegations about the 60th birthday celebration

On February 6, 2014, the Süddeutsche Zeitung reported on the unusual financing of Kreidl's 60th birthday in the summer of 2012. According to the Süddeutscher Zeitung of February 11, 2014, the local Sparkasse Miesbach-Tegernsee paid 77,000 euros, the Miesbach district 32,200 euros and Kreidl himself 7,600 euros. The two donors stated that the costs they had taken on were “within a reasonable and usual range”. According to the dpa, Kreidl confirmed the incident to Bayerischer Rundfunk and stated that he had nothing to reproach himself for; nor did he take the initiative for the celebration.

On March 27, 2018, the Munich II public prosecutor announced that they had brought charges of breach of trust in several cases against Kreidl and twelve other accused . These are former and current members of the management board and the administrative board of the Kreissparkasse Miesbach-Tegernsee.

Resignation from political office, illegal construction, withdrawal as district administrator and conviction

On February 14, 2014, Kreidl announced his resignation as President of the District Assembly.

On February 23, 2014, Kreidl announced that he was leaving his office as district administrator for the time being for health reasons. The next day, CSU chairman Horst Seehofer Kreidl called on not to stand for the local elections on March 16. This also called for a decision by the CSU board . According to the district election law, Kreidl can no longer withdraw his candidacy. Also because of allegations of illegal construction in his private house that have meanwhile become known, Kreidl declared on February 25, 2014, if he should be re-elected as district administrator in the 2014 local elections, he would no longer accept the office.

Kreidl announced on February 25, 2014:

“Because of my health problems, my family doctor put me on sick leave. Hopefully after a speedy recovery I will have to be more careful not to endanger my health in the long term. Therefore, after careful consideration, I decided not to accept the post even in the event of my re-election as district administrator. "

Ilse Aigner , CSU chairman of the Upper Bavaria district, publicly demanded Kreidl's resignation from his post as CSU district chairman for the first time. One day later, on February 26th, Kreidl announced his resignation and thus gave up his last political post.

The allegation of illegal construction concerns his new residential building in the Fischbachau area, which, according to the district office, was built “not in accordance with the plan”. "Wall and ridge height exceeded" and "the prerequisites for the construction of a balcony were created", whereupon the authority ordered the construction to be discontinued. According to observers, there have been several "abnormalities" in the Kreidl family's real estate in the Fischbachau area.

The Sparkasse Miesbach-Tegernsee and the Miesbach district are reviewing recourse claims against Kreidl in mid-2014. On October 1, 2014, the Ministry of the Interior submitted a report to the responsible state parliament committee, according to which Kreidl will have to claim damages amounting to around 1.7 million euros. Former CEO Georg Bromme will have around 4.3 million euros.

At the end of October 2018, after five years of investigation, the trial of Kreidl, Georg Bromme and two other defendants began before the Munich II Regional Court .

In April 2019, Kreidl was sentenced to a suspended sentence of eleven months and 200 hours of community service. The verdict is not yet legally binding.
