Armin A. Steinkamm

Armin Arne Steinkamm (born March 14, 1940 in Berlin ) is a German legal scholar . He is Emeritus Professor of Public Law , specializing in military and international law of the Faculty for State and Social Sciences of the University of the Bundeswehr Munich in Neubiberg . From 1987 to 1991 he was chairman of the Association of Reservists of the German Armed Forces . He is co-editor of the Neue Zeitschrift für Wehrrecht .

Life

Origin and military service

Steinkamm was born in Berlin in 1940 as one of three sons of a practicing gynecologist , who later became head of the municipal gynecological clinic in Osnabrück; after the family was evacuated in 1944, he grew up in Osnabrück . There he passed his Abitur in 1959 and then, despite being white , did 18 months of voluntary military service in the armed forces . In 1960 he was made a lieutenant .

The military reserve officer was promoted to colonel of the reserve in 1989 by Lieutenant General Harald Schulz , Deputy Inspector of the Army . He was u. a. deployed to the staff of the 1st Mountain Division in Garmisch-Partenkirchen .

legal studies

From 1960 he studied law and political science as well as economics at the University of Geneva , the University of Hamburg , the Ludwig Maximilians University of Munich , the Julius Maximilians University of Würzburg and the Munich School of Politics ( Dipl. Sc. Pol. Univ. ) . After passing the first state examination in law, he completed his legal clerkship at the Munich Higher Regional Court from 1967 onwards . In 1971 the second state examination followed.

In 1964 he became a research assistant or assistant at the institutes for military law and international law at the University of Würzburg and in 1965 with the international lawyer Friedrich August Freiherr von der Heydte with the dissertation The international legal position of the paramilitary associations and the Soviet occupation zone as a doctor of both rights ( Dr. iur. Utr . ) PhD.

First professional steps

From 1967 to 1969 he was a temporary honorary advisor for foreign and military policy, public service, police, lawyers and sport in the CSU state management in Munich . In the 1969 Bundestag election he ran unsuccessfully in 44th place on the CSU's Bavarian state list . It received 9.5 percent of the second vote and secured 49 seats, 34 of which were direct seats.

From 1968 to 1971 he was assistant to the executive board of the helicopter and aircraft manufacturer Bölkow GmbH and head of the staff department of the aerospace group Messerschmitt-Bölkow-Blohm (MBB) in Ottobrunn near Munich.

In 1970 he became head of the Research Institute for Security, Strategy and International Issues (FSSF) of the CSU-related Hanns Seidel Foundation in Munich, which in 1973 became the Institute for International Relations and Cooperation (today: Institute for International Encounter and Cooperation ( IBZ)) was transferred.

Founding member of the University of the Federal Armed Forces

Steinkamm was deputy chairman of the founding committee of the Munich Federal Armed Forces College in 1972/73 . From 1973 until his retirement in 2005 he held the full professorship for public law with special consideration of military and international law at the Faculty of Social Sciences there. In 1983 he became head of the Institute for International Politics, Security Policy, Defense and International Law . Later (2002) a bronze bust of the resistance fighter against National Socialism, Colonel Claus Schenk Graf von Stauffenberg, was set up in the Senate Hall . At his chair, intensive research was carried out on internal security , systems of defense law and civil-military cooperation . This resulted in around fifteen dissertations on the "European comparison of military law". His academic students include a. Andreas von Block-Schlesier , Dieter Budde , Dirk Freudenberg , Uwe Gail , Martin Lindner , Alexander Poretschkin and Tade Matthias Spranger .

In addition, Steinkamm was a member of the teaching staff from 1973 and of the Senate of the Munich School of Politics from 1990 .

Steinkamm is the author of numerous articles and essays. a. in the Max Planck Encyclopedia of Public International Law . He wrote several legal opinions and was repeatedly invited as an expert to the Legal Committee of the German Bundestag . As an expert, he took part in meetings, conferences, congresses and seminars, such as the Friedrich Ebert Foundation and the Hanns Seidel Foundation. In 2004 he was also a participant in the conferences on German foreign policy at the Academy for Politics and Current Affairs within the Hanns Seidel Foundation. In the 1990s, Steinkamm helped organize the Munich Defense Law Talks of the German Society for Military Law and International Humanitarian Law (of which he had been Deputy Chairman since 1973) and the Institute for Military Law of the University of the Federal Armed Forces at the Medical Academy of the Federal Armed Forces in Munich. For the umbrella organization Société Internationale de Droit Militaire et de Droit de la Guerre , he was Membre Conseil de Direction from 1975.

From 1985 on, he was editor of the Series Security and Justice of the Institute of Military Law of the Bundeswehr University and co-editor (with Klaus Dau ) of the Luchterhand publishing house appearing Neue Zeitschrift for Military Law .

Volunteering

He is involved in a variety of voluntary activities, for example as Secretary General of the Peutinger College in Munich from 1970 and as Deputy Editor-in-Chief of the in-house Bavarian Monthly Mirror from 1975 . In 1971 he was a founding member of the Lions Club Munich - Arabellapark . In 1996 he became a member of the Presidium of the German Society for the Protection of Cultural Property and in 1998 a member of the Board of Trustees (from 1999 chairman) of the German Olympic Society , the Society for Defense and Security Policy and the Bonn Protection Forum / Society for Peacekeeping and Applied Humanity . In 1999 he became a member of the Science Commission at the Federal Ministry for National Defense of the Republic of Austria . In 1989 he became a member (from 1994 deputy spokesman) of the Inner Leadership Council .

Since 1960 he has been a member of the reservists' association . In 1970/71 he prepared the reservist enquête with the military sociologist Dietmar Schössler , which became the basis for the Bundeswehr's reservist concept . From 1983 to 1986 he was chairman of the Munich-Stadt district group in the reservists' association; his successor was Ferdinand Nibler . Initially federal treasurer and member of the federal executive committee, he was from 1987 to 1991 as the successor to Bundestag member Helmuth Möhring ( SPD ) President of the Association of Reservists. He then became honorary president and representative for the Central and Eastern European countries.

In 1994 he became President of the Working Group of Reservists, Soldiers and Traditional Associations in Bavaria , which is a member of the Reservist Association's Advisory Board. From 1988 to 1994 he was vice-president of the Confédération Interalliée des Officiers de Réserve (CIOR) and from 1995 founding president or vice-president of the Working Group of Central European Reservist and Officer Associations Gaminger Initiative , a follow-up initiative to the Gaminger Talks of the Austrian Officers Association .
