The ILS Institute for State and Urban Development Research is a spatial, non-university research institute based in Dortmund . There was also an external office in Aachen until 2019 . It was founded as a gGmbH in 2008; However, its origins go back to two departmental research institutions in the state of North Rhine-Westphalia, the Institute for State and Urban Development Research (ILS) founded in the early 1970s and the State Institute for Construction (LB), which was combined with it in 2003 . Between 2003 and the end of 2007 it was called the Institute for State and Urban Development Research and Construction of the State of North Rhine-Westphalia (ILS NRW) . In 2013, Stefan Siedentop was appointed Scientific Director as the successor to Rainer Danielzyk , who had been in charge since 2001. The second director of the original ILS from 1994 to 1999 was the future Dortmund city director and mayor Ullrich Sierau .

The ILS was an associated member of the Leibniz Association from 2009 to 2015 and forms together with the Leibniz Institute for Regional Geography in Leipzig, the Leibniz Institute for Ecological Spatial Development in Dresden, the Academy for Spatial Development in the Leibniz Association in Hanover and the Leibniz -Institute for Regional Development and Structural Planning in Erkner near Berlin the 5R network of spatial science institutions. It is also a founding member of the Johannes Rau Research Association .
