Ullrich Sierau (* 6. March 1956 in Halle an der Saale ) is a German politician of the SPD and since 15 June 2014 for the third time mayor of the city of Dortmund . After he had already held this office from October 21, 2009 to January 18, 2010, he was re-elected as mayor of Dortmund on May 9, 2010 when the mayor's election was repeated in 2009. His term of office would have lasted until 2016. In the municipal elections in North Rhine-Westphalia in 2014 , Sierau ran again and achieved a share of the vote of 43.7%. In the runoff election on June 15, 2014, he received 51.6% of the vote, his opponent Annette Littmann from the CDU, who received 32.0% in the first ballot, lost 48.4%.

biography

Ullrich Sierau was born to Anneliese and Otto Sierau, is married and has three children. At the end of 1958, Sierau's family fled the GDR to Wolfsburg , where he graduated from high school in 1974. Sierau began studying spatial planning in Dortmund and, after several study trips to Africa, Asia and South America, graduated in 1982 as "Diplom-Ingenieur (Dipl.-Ing.) Spatial Planning".

After various scientific and local political activities, he moved to the Ministry for Urban Development, Housing and Transport of the State of North Rhine-Westphalia in 1986 . In 1993 he was promoted to Ministerialrat and in October 1993, at the request of the SPD parliamentary group, he was given leave of absence to participate in the "1994 government program". From 1994 to 1999 he was director of the Institute for State and Urban Development Research of the State of North Rhine-Westphalia (ILS) in Dortmund . From May 1, 1999 to March 31, 2005, he was Head of the Environment and Planning Department for the City of Dortmund. On February 15, 2007 he became City Director of the City of Dortmund.

Candidatures and elections for mayor

In 2008, a discussion developed within the Dortmund SPD about possible candidates for the office of Lord Mayor in the upcoming local elections. In an intra-party member survey, Ullrich Sierau prevailed against the second applicant Jörg Stüdemann with 64% and was officially elected as SPD mayor candidate with 97.4% of the votes at the SPD sub-district party conference.

On August 30, 2009, Sierau was elected Lord Mayor of Dortmund with 45.5% of the votes cast as the successor to Gerhard Langemeyer (SPD). After his election, Sierau came under fire because he was accused of having known of significant financial gaps in the budget of the city of Dortmund before his election, but of having deliberately withheld this knowledge before the election. Despite the considerable criticism of this behavior, Sierau decided to take up the office as Lord Mayor. After an expert opinion on the election affair ordered by the City Council of Dortmund recommended a repeat of the local elections in Dortmund, Sierau agreed to a new election. This was decided on December 10, 2009 by the City Council of Dortmund.

On January 19, 2010, Sierau resigned from his official duties. Siegfried Pogadl, head of social affairs, then headed the city's administration in his role as city director. Sierau resumed his previous position as the city's planning officer.

On May 9, 2010, Sierau was re-elected Lord Mayor of Dortmund with 43.8% of the vote. He took up this position on May 18, 2010.

A change in the municipal code in 2007 and the associated extension of the mayor's term of office means that the elections for the councils and district councils and the main administrative officials (mayors, lords and district administrators) in North Rhine-Westphalia will fall apart.

With the law to strengthen local democracy, the state government of North Rhine-Westphalia, newly elected in 2012, created the one-time opportunity for some main administrative officials whose term of office ends before October 20, 2015, to resign their office prematurely, in order to get one on May 25, 2014 to allow a common election date for the councils and main administrative officials.

Due to the decision of Ullrich Sieraus in December 2009 to stand for re-election on May 9, 2010, his term of office after this election was set at six years by individual decree of the Interior Ministry. It ends as planned on May 18, 2016. Ullrich Sierau is therefore not subject to the provisions of the law to strengthen local democracy.

Ullrich Sierau nevertheless decided to resign from his office as Lord Mayor with effect from June 22, 2014, in order to hold a joint election of the municipal bodies and the Lord Mayor of Dortmund on May 25, 2014. Since the regulations of the law to strengthen local democracy did not take effect in this case, a non-election would have led to the loss of Ullrich Sierau's pension entitlements from his time as mayor. The Arnsberg district government had no legal reservations about resigning and running again.

He justified his decision with the strengthening of democracy through an expected higher voter turnout and cost savings of at least 500,000 euros through the joint election date.

In September 2019, Sierau announced that he would no longer run for the next mayoral election in 2020.
