politics

At the end of the 1990s, Franz-Josef Drabig, the intended successor to the long-time Lord Mayor of Dortmund Günter Samtlebe, failed because of various affairs with his own party. Langemeyer was then chosen to succeed Samtleben and was initially city treasurer. In the 1999 local elections, in which the mayor was directly elected for the first time, Langemeyer was able to prevail in the second ballot against the CDU challenger Volker Geers. In the first ballot he was just behind Geers. In the meantime, rumors circulated that Langemeyer should become a minister in the state government under Wolfgang Clement , but he refused.

In the 2004 local elections, he was able to prevail against his challenger Frank Hengstenberg in the runoff election, but there very clearly .

Since autumn 2007 Langemeyer has been criticized for the disappearance of over 1 million euros from the city's cash register. An employee of the office for affairs of the OB and the council (Stadtamt 01) admitted to having embezzled around 400,000 euros. As a result of this so-called “cash affair”, differences between Langemeyer and his own party emerged. On September 23, 2008, the Dortmund SPD leadership announced that they wanted to nominate Jörg Stüdemann, the head of culture and sports, as a candidate for the local elections. She appealed to Langemeyer to refrain from running for a fight within the SPD. On the following day, those involved agreed to let the party members decide on the candidate in a member survey, to which, in addition to Langemeyer and Stüdemann, city director Ullrich Sierau took over. On October 10, Langemeyer announced that he would not stand, but announced that he would remain in office until the end of the election period.

In the local elections on August 30, 2009 , Sierau was elected as the successor to Langemeyers in the office of Lord Mayor. On the following day, Langemeyer informed at a press conference about a 100 million euro hole in the Dortmund budget and imposed a budget freeze. The CDU and FDP accuse Langemeyer of electoral fraud because he had already been informed of the size of the budget gap before the local elections, but had not fulfilled his obligation to immediately impose a budget freeze. After facts became known, which Langemeyer's knowledge of the budget gap could prove even before the local elections, the Arnsberg district government , among others, raised an objection to the election in Dortmund. After lengthy discussions, the Dortmund city council decided on December 10, 2009 to repeat the local elections.
