In the times of the Free Imperial City, the city of Dortmund was headed by the 18-member, later 12-member council, which was composed differently over time. Furthermore, from 1946 the council also elected a full-time senior city director as head of the city administration. In 1999 the dual leadership in the city administration was given up. Constituency 143 Dortmund I

The Bundestag constituency 143 Dortmund I includes the western districts of Hombruch, Huckarde, City Center East, City Center West, Lütgendortmund and Mengede.

In 2017, with 38.8 percent of the first votes cast, the direct mandate went to the SPD MP Marco Bülow , now independent, who had already won this constituency in 2002, 2005, 2009, 2013. The first local election after the Second World War was carried out according to the requirements of the British occupying power according to the (British) majority vote. 1999 to 2004 electoral term

In the thirteenth term, the number of council members was reduced to 82. At the same time, the direct election of the mayor was introduced. The mayor was an ex officio member of the council as the 83rd member. Furthermore, the 5% hurdle was abolished for the 1999 local elections. As a result, for the first time in the post-war period, more than 4 - a total of 7 - parties were elected to the council. After the first round of the local elections, in which the SPD lost an absolute majority for the first time in decades, the CDU and the Greens formed a black-green coalition to support the CDU candidate Volker Geers before the mayor's runoff election. The model for this coalition was a corresponding coalition that worked together for 5 years in the district of Hombruch. After Geers (47.8%) was defeated by the SPD candidate Gerhard Langemeyer (52.2%) in the second ballot , the agreed coalition broke up due to a lack of business. Instead, Langemeyer led the city administration with changing majorities.

Development within the electoral term (1999-2004)

The councilor of the Left Alliance was a party member of the PDS. The council member of the FDP joined the CDU parliamentary group as a guest. The council members of the Bürgerliste, DVU and Left Alliance remained non-attached until the end of the election period. In 2001, a council member resigned from the citizens' list and joined the Schill party (later Offensive D). The district representatives of the Greens in the district of Innenstadt-Nord resigned from the party and henceforth formed the Nordstadtgünen, which ran for the 2004 local elections under the name Die Stadtgrünen. Shortly before this local election, the PDS also split from the Left Alliance and entered with an open list. Until the election, however, the PDS council member formally remained a member of the Left Alliance.

2004 to 2009 electoral term

In the fourteenth electoral term, 36 SPD candidates won a direct seat on the city council, even though the SPD only had 34 seats. As a result, six overhang and compensation mandates were set up (SPD: 2, CDU: 2, Greens: 1, Citizens' List: 1), so that the total number of council members increased to 88.

The number of parties elected to the council increased from 7 to 9, the number of parliamentary groups from 3 to initially 4, then to 6 during the electoral period. From autumn 2007, the new municipal code of North Rhine-Westphalia introduced the minimum number of council members to form a parliamentary group lowered from 4 to 3 council members. At the same time, the number of non-attached council members fell from 7 to 1.

No candidate achieved an absolute majority in the election for mayor. In the runoff election on October 10, 2004, Gerhard Langemeyer from the SPD , who has been in office since 1999, prevailed against Frank Hengstenberg from the CDU with 62.5% of the votes .

Development within the electoral term (2004–2009)

After the local elections, the SPD and the Greens formed a coalition. This only happened after massive pressure from the SPD parliamentary group on Lord Mayor Gerhard Langemeyer , who would have preferred to continue to run the city with changing majorities.

The council member of the Left Alliance Dortmund was a party member of the DKP. The FDP and the citizen list formed a group of factions in the council . A CDU councilor switched to the FDP a few days after the election. The council member elected for Offensive D left the party at the end of 2004. In August 2007 a councilor elected for the citizens' list left the list and parliamentary group. Shortly thereafter, the new parliamentary group “Die Linke in the Council” was formed from the representatives of Die Linke .OL (previously PDS-OL), the Left Alliance and the former representative of the Citizens' List, who has also been a member of the Die Linke party since October 2008 . In September 2007, the North Rhine-Westphalian state parliament approved the amendment of the municipal code for North Rhine-Westphalia (GO NRW) with the votes of the government coalition of the CDU and FDP. One of the changes was that the parliamentary group status in the municipal councils of independent cities was reduced from four to three mandates, so that since October 2007 the DVU also held the parliamentary group status. The council member who was elected for Offensive D and has been non-party since the end of 2004 founded a "Free Citizens Initiative" (FBI) in summer 2008. In autumn 2008 another councilor elected for the citizens' list left the electoral group; initially as a non-party - he later joined the FDP - he remained in the parliamentary group. In January 2009, a council member of the DVU announced his conversion to the NPD and the candidacy as their OB candidate. However, he was initially still a member of the DVU parliamentary group. Only after the last regular council meeting (an extraordinary one followed) before the local elections did he announce his resignation from the parliamentary group at the end of June 2009. The DVU parliamentary group was finally dissolved. In the north-western districts of Eving, Mengede and Huckarde, some dissatisfied former CDU members, including a district representative from Eving, founded the "Dortmund Independent Voting Association 2009" (DUW2009), which ran for the subsequent elections of the local district councils. The originally planned name "Dortmund Free Voters Community" was dispensed with due to the risk of confusion with the "Citizens' List - Free Voters Dortmund".

The fifteenth local election took place on August 30, 2009 . Due to the new municipal electoral regulations of the state of North Rhine-Westphalia, the post of Lord Mayor was elected for the first time in a single ballot with a simple majority. The runoff election was thus abolished.

Development within the electoral term (2009–2012)

The coalition talks between the SPD and the Greens that began after the election were broken off by the Greens in mid-November. The Greens and the SPD blamed each other for the failure of the negotiations. Up to the dissolution of the council, working with changing majorities was carried out.

The FDP and the citizens' list again formed a group of factions in the council . The faction group “The Left in the Council” that existed in the last electoral term was dissolved because the Left Alliance was no longer able to make it into the Council. The Left parliamentary group took their place.

Two members of the Huckarde district council elected for the CDU left their party before the BV was constituted, joined the DUW in 2009 and founded their own parliamentary group. This makes you the first two electoral representatives of the DUW in 2009, as this group of voters could not win any seats in the election. The CDU parliamentary group in the BV thus shrank to only 3 members. One member also left the CDU parliamentary group in Scharnhorst before the constituent meeting of the district council. It has merged with the member elected for the FDP to form the FDP parliamentary group. The CDU parliamentary group in Scharnhorst thus only has 4 members. The DVU mandate in BV Mengede expired because the only candidate of the party did not accept the election. BV Mengede only had 18 members until the election was repeated. The Die Linke mandate in the BV Aplerbeck expired in autumn 2010 after the mandate holder changed residence and the only successor to the list was waived. The council member and the district representative from Huckarde of the DVU left their party at the beginning of 2011 and joined the so-called "Pro NRW Citizens' Movement" . From its original 4 mandates, the DVU only retained its BV mandate in Eving. In June 2011 the non-party district representative of the FDP and the representative of the FBI merged in BV Eving to form the FBI parliamentary group. The FDP no longer led him as its representative.

Redial 2010/12

Due to an electoral fraud established by the majority of the CDU, Greens, FDP / Citizens' List and Die Linke on December 10, 2009, by the previous Lord Mayor Gerhard Langemeyer and the top management ("budget lie"), the elections for the OB, the Council and the District representatives decided.

The resolution for the mayor election came into force in mid-January, one month after the resolution was announced. Due to lawsuits, the entry into force of the resolution regarding the election of the council and the election of the district representatives is delayed until the conclusion of the court proceedings. A lawsuit can only be filed for individual of the total of 14 redials (1x OB, 1x advice, 12x BVen). According to prevailing opinion, only the representatives elected according to the previous result are entitled to take legal action as directly affected by the re-election.

At the end of the period of action, there were lawsuits against all ballots. Members of the SPD have filed a lawsuit for the repetitions in the council and the twelve district representatives, and the representatives of the DVU for the council. The DUW has also filed a lawsuit on behalf of BV Huckarde, whose BV members were elected from the CDU's list and who now fear not being reassigned after their change of party. An FDP representative initially filed a lawsuit against all elections, but then withdrew the one against the OB election. The election of the mayor is only complained about by a resident of the city who, according to the city's legal office, is not entitled to sue. The Administrative Court of Gelsenkirchen has to decide which of these lawsuits have suspensive effect.

After the court had indicated that the private individual's action against the OB election was apparently inadmissible, Sierau resigned on January 19, 2010. The administrative tasks of the mayor are now taken over by the administrative board, which is provisionally headed by social affairs officer Siegfried Pogadl. The city is represented externally by Mayor Birgit Jörder. In mid-March the inadmissibility of the action by the private citizen was decided by the court, since the plaintiff is a citizen entitled to vote and whose rights are not violated by the election review decision. The municipal electoral law only grants voters the right to have electoral errors corrected, but not to have a decision by the electoral review body revoked on the invalidity of the election.

The election date for the OB re- election was set by the district president on May 9, 2010 and thus on the date of the state election in North Rhine-Westphalia. He followed the request of the top management and the majority of the council members, who had argued that u. a. so that costs should be reduced and voter participation increased. In addition, the voters would be spared another election date.

After the action of a SPD member of BV Brackel had been withdrawn immediately before, BV Brackel was also dissolved on February 5, 2010. The new election of BV Brackel was also scheduled for May 9, 2010 by the district president . One of the complaints against the repetition of the council election was withdrawn. But since there are more, this has no immediate effect.

The same candidates will run for re-election as for the election on August 30, 2009, unless one of the following exceptions applies (according to the information provided by the legal department):
1. One candidate has died.
2. A candidate has moved his residence or for other reasons has lost his right to stand as a candidate.
3. A candidate has left the party for which he was running.
4. A candidate withdraws his approval for the candidacy.
5. A party or group of voters has disbanded.

Since the election will be repeated after March 1, 2010 (more than six months after the original election date), new electoral rolls will be created. This means that residents of Dortmund who have recently moved here or who have turned 16 in the last six months could vote.

The electoral office has made it clear that the election period of the new mayor to be elected will be six years. So there will be no by-election for the election period that started in October, but the election period will start again from election day May 9, 2010. The election period of the Brackel district council ends in October 2014 for the next regular local election.

In March 2011, the Gelsenkirchen Administrative Court ruled that the city council's decision to re-elect should be repealed. In this respect, the claims of several council and BV members were right. In its meeting on May 26, 2011, the council decided to appeal to the Higher Administrative Court of Münster with the votes of the CDU, Greens, FDP / Citizens' List and Die Linke against the votes of the SPD.

The Higher Administrative Court in Münster ruled on December 15, 2011 that the council election in Dortmund must be repeated. An appeal to the Federal Administrative Court was not permitted.

With effect from May 16, 2012 , the city ​​council was declared dissolved after the complaint by some SPD council representatives against the decision to re-elect on December 10, 2009 failed in the last instance before the Federal Administrative Court. A re-election must take place within 4 months of the dissolution of the city council, i.e. by September 16, 2012. On May 24, the provincial government put the election date for the City Council and the remaining 11 district councils to 26 August 2012 fixed. At the same time, the former senior city director Harald Heinze was appointed by the state interior minister as state representative for the representation of the interests of the city council. He was advised by twelve members (parliamentary group chairmen and members of the council of elders) of the dissolved council.

Candidates for the repeat elections

To repeat the OB election, there have been two changes to the list of candidates compared to the August 2009 election. The BürgerListe decided at a general meeting to withdraw its previous candidate Petra Zielazny and to support the candidate Joachim Pohlmann as a joint candidate of the CDU, FDP and BürgerListe. The FBI OB candidate withdrew his candidacy, whereupon the FBI nominated its council member Detlef Münch as its new OB candidate.

On July 13, 2012, the electoral committee of the city of Dortmund decided that, with the exception of the DVU, which had actually been dissolved, all 11 lists as well as one individual applicant in the 2009 municipal elections are allowed to repeat the council election. The Pirate Party, which also submitted a list, is not allowed to run because it did not run in 2009. This is suing the Administrative Court of Gelsenkirchen and the Federal Constitutional Court against this decision. However, these lawsuits have no suspensive effect.

In the re-election for mayor, the winner of the August 2009 election of City Director Ullrich Sierau from the SPD won 43.8% of the votes against seven opposing candidates.

The repetition of the council election on August 26, 2012 resulted in the following result:

In the re-election, 38 SPD candidates won a direct seat on the city council, although the SPD only had 36 seats. Because of this, 4 overhang and compensation mandates were set up (SPD: 2, CDU: 1, Greens: 1), so that the total number of council members increased to 86.

In the repeat election, 8 parties were elected to the council (minus 1), the number of parliamentary groups remains at 5. The number of non-attached council members remains at 3.

Development within the electoral period (2012-2014)

After the announcement of the election results, the SPD chairman announced that his party would continue to work with changing majorities in the city council until 2014. He would not propose a coalition with the Greens to his party until 2014.

The FDP and the citizens' list again form a parliamentary group in the Council . The NPD has decided to form a council group.

Even before the constituent meeting of the Eving district council, the SPD lost its absolute majority there. The previous district mayor left his party because he was no longer proposed for this post. He will sit in the BV as a non-party member until the end of the electoral term. The SPD parliamentary group thus only has 9 members.

In the Hombruch district council, an SPD member left his party and continued to work as a non-attached party. The FDP representative in BV Hombruch joined the AfD. He is thus the first elector of the AfD in Dortmund. The NPD member in BV Eving has left the party and is now considered non-party.

Election period 2014 to 2020

The sixteenth local elections took place on May 25, 2014 together with the election of the European Parliament . The electoral period of the council to be elected and the district representatives to be elected was - like the electoral period of the mayor to be elected - a one-time six years, as the state government wants to allow the elections of the main administrative officials and the local parliaments to take place simultaneously from 2020 onwards. After the repeal of the previous amendment to the municipal electoral regulations of the state of North Rhine-Westphalia, the post of Lord Mayor will be re-elected in two ballots, provided none of the candidates achieved 50% of the votes in the first ballot. On February 14, 2013, the council decided by statute that the number of members to be elected to the council would be reduced by two to 80 members. As a result, the number of Dortmund's municipal electoral districts fell from 41 to 40.

Since the repetition of the last mayor's election on May 9, 2010 for a six-year electoral period, a regular mayor election would not have taken place again until 2016. On January 24, 2014, however, OB Sierau stated that he was considering an early resignation in order to allow an OB election to take place in parallel with the European and local elections on May 25, 2014. He justifies his considerations with an increased turnout and lower costs for a joint election date. However, Sierau made his resignation dependent on a commitment by the other council groups not to submit an organ complaint against his renewed candidacy, since according to the law a renewed candidacy of Sierau is not possible after a resignation.

On February 14, 2014, Lord Mayor Sierau declared his resignation from the office of Lord Mayor on June 22, 2014 by fax to the District President Bollermann. He thus fulfilled a requirement for a new election on May 25, 2014. The District President announced May 25 at the end of February 2014 election date set. Elections for the European Parliament, the Lord Mayor, the City Council, the 12 district representatives and the Integration Council will take place in Dortmund on May 25, 2014 . Should none of the OB applicants achieve more than 50% of the votes in the first ballot, a runoff election will take place on June 15, 2014 between the two applicants with the most votes. Normally the runoff election would take place 2 weeks after the first ballot. However, since June 8, 2014 falls during the school holidays (Whitsun), the runoff election will be postponed by one week.

The election of the city council on May 25, 2014 resulted in the following result:

In the city council elections, 36 SPD candidates won a direct seat on the city council, although the SPD only had 30 seats. As a result, 14 overhang and compensation mandates were set up (SPD: 6, CDU: 4, Greens: 3, Die Linke: 1), so that the total number of council members rose to 94.

In the election, 11 parties were elected to the council (plus 3), the number of parliamentary groups increases to 6 (plus 1). The number of non-attached council members remains at 3.

No candidate obtained an absolute majority in the first ballot. Therefore, on June 15, 2014, there will be a runoff election between Ullrich Sierau (SPD) and Annette Littmann (CDU / BürgerListe). In the runoff election, Ullrich Sierau (SPD) won with 51.6% of the vote.

Development within the electoral period (2014-2020)

After the GRÜNE and DIE LINKE did not make any election recommendations in the run-up to the OB runoff election, there were no further considerations for a coalition in the city council. Thus, the SPD will continue to rule with changing majorities.

The FDP and the citizens' list again form a parliamentary group in the Council . DIE LINKE and the PIRATE also form a community of factions. The district representatives of the two parties also form parliamentary groups under the name "DIE LINKE & PIRATEN" in the district representatives for the inner city north, west and east, Brackel, Hörde and Mengede. In the inner city north district, the parliamentary group provides the deputy district mayor. In July 2014, the two mandate holders from NPD and DIE RECHTE announced that they would form a group in the city council with immediate effect. However, the formation of the group was finally rejected by the administration. In November 2014, DIE LINKE and the Democratic Independent Voters' Association (DUW) announced the formation of a joint parliamentary group in the Huckarde district council. Due to a preliminary injunction from the Higher Administrative Court of Münster, the council group of NPD and DIE RECHTE had to be recognized by the city. Until a decision has been reached in the main proceedings, the group is known as the "so-called NPD / DIE RECHTE group". The payment of the financial resources to the group will be made with reservation until then and will have to be reimbursed in the event of a corresponding court order. Due to this interim injunction, the seating arrangements in the Council had to be changed a second time (after a revision in December 2015) by decision of April 28, 2016.
