Knut Ipsen

Knut Ipsen (born June 9, 1935 in Hamburg ) is a German lawyer and expert in the field of international humanitarian law . From 1974 to 2000 he was a professor at the Ruhr University in Bochum and wrote several standard works in the field of public law . From 1994 to 2003 he was President of the German Red Cross (DRK).

Life

Knut Ipsen studied law at the Christian-Albrechts-Universität zu Kiel from 1959 to 1962 . Before his legal clerkship in Schleswig-Holstein from 1964 to 1967, he worked for a year as a research assistant at the Institute for International Law in Kiel. In 1967 he completed his studies with the second state examination in law and a doctorate on the subject of “Legal bases and institutionalization of Atlantic-Western European defense”. From 1967 to 1974 he worked as a research assistant at the Institute for International Law in Kiel. After his habilitation in 1972 on the subject of "Biological and chemical warfare agents in international law", he took over a professorship at Kiel University.

In the 1974 summer semester, he was appointed professor of public law at the Ruhr University in Bochum . From 1979 to 1989 he was rector of the university. In 1988 he became the founding director of the Institute for Peacekeeping Law and International Humanitarian Law at Bochum University. From 1991 to 1993 he was the founding rector of the European University Viadrina in Frankfurt (Oder) . In July 2000 he retired .

From 1975 to 1977 he was a member of the German government delegation at the diplomatic conference in Geneva , which resulted in the first two additional protocols to the Geneva Conventions . From 1986 to 1994 he was the Federal Convention Commissioner of the German Red Cross and then from 1994 to 2003 President of the DRK. In addition, he has been a member of the Permanent Court of Arbitration in The Hague since 1991 and a founding member of the "Association for the Promotion of German & International Science Law" founded in 1994.

Knut Ipsen has been married since 1963 and has two children. He is the brother of the constitutional lawyer Jörn Ipsen . He received honorary doctorates from several universities for his work, among other awards .
