Convention Commissioner

In the German Red Cross (DRK), people working on a voluntary basis are referred to as convention officers, whose tasks are training, advice and other forms of imparting knowledge about international humanitarian law , in particular the Geneva Conventions and their additional protocols. In addition, the convention commissioners are responsible for coordinating cooperation between the DRK and other institutions relevant to international humanitarian law.

The responsibility of the DRC for the dissemination of the Geneva Conventions, which is mentioned in the first place in paragraph 2 of its statutes, results from the recognition as a national society of the Red Cross by the International Committee of the Red Cross (ICRC) and is called "dissemination work" designated. In addition, this dissemination work is laid down as a task of the DRK in the DRK law .

Convention commissioners are usually lawyers who have in-depth knowledge of international humanitarian law due to their professional practice or a corresponding personal interest. Legal laypersons can also act as convention representatives if the relevant requirements are met. In addition to professional suitability, i.e. detailed knowledge of the history and the rules of international humanitarian law, the activity also requires above all appropriate didactic skills .

In accordance with the federal structure of the DRK, there are district and district convention officers, 19 state convention officers in the regional associations and a federal convention officer in the Presidium of the DRK.

Federal Convention Commissioner

The Federal Convention Commissioner has been elected by the DRK Federal Assembly since 2009 and is a member of the DRK Presidium.

  • Heike Spieker,
  • Robert Heinsch (2010–2014) and
  • Eberhard Desch (since 2014).
