Horst Fischer (lawyer)

Horst Fischer (born  December 11, 1950 in Duisburg ) is a German lawyer . He is currently director of the Brussels branch of the German Society for International Cooperation (GIZ) and academic director of the Institute for Peacekeeping Law and International Humanitarian Law at the Ruhr University in Bochum . He holds the chair for international humanitarian law at the University of Leiden , and is also adjunct professor at Columbia University and visiting professor at the University of Strasbourg .

Horst Fischer also acts as President of the European Interuniversity Center for Human Rights and Democratization (EIUC) in Venice. From 1994 to 2007 he was also President and Honorary President of the NOHA Association in Brussels. In addition, from 2001 to 2012 he was Chairman of the Board of Trustees of the Berghof Foundation for Conflict Research in Berlin . In addition to international humanitarian law, his academic interests focus on human rights , arms control , peacekeeping and security policy .

Life

After studying law , Horst Fischer received his doctorate in 1984 from the Ruhr University in Bochum with a thesis on aspects of international law relating to the use of nuclear weapons . From 1990 he was a member of several delegations to diplomatic conferences and meetings of non-governmental organizations dealing with the issues of international humanitarian law and humanitarian aid . He has also acted as an advisor on these issues for the United Nations , the European Union , several national ministries and various private organizations such as the International Committee of the Red Cross (ICRC).

In 1988 Horst Fischer and Knut Ipsen , Professor of Public Law, founded the Institute for Peacekeeping Law and International Humanitarian Law (IFHV) at the Ruhr University in Bochum. Since then Horst Fischer has worked there as academic director. In addition, he has held the professorship for international humanitarian law ( Professor of International Humanitarian Law applicable in armed conflicts ) at the University of Leiden since 1998 . He also teaches as Adjunct Professor of International and Public Affairs at Columbia University . He acted as legal advisor to both the Dutch Red Cross Society and the German Red Cross , for which he was the Federal Convention Commissioner .
