Volker Epping (born June 13, 1959 in Dortmund ) is a German legal scholar . He has been President of Leibniz University Hannover since 2015 .

Life

Volker Epping graduated from high school in 1978 . He then served as a temporary soldier in the German Armed Forces for two years . In the 1980/81 winter semester, he began studying law at the Ruhr University in Bochum . He passed his first state examination in law in January 1986 at the Hamm Higher Regional Court and his second state examination in April 1989 before the State Judicial Examination Office in Düsseldorf .

From 1986 to 1997, Epping worked for Knut Ipsen in Bochum, initially as an assistant, then as a research assistant and from 1989 as a research assistant . In December 1992 he was with the dissertation : "Basic Law and War arms control fulfillment of the constitutional mandate by the simple legislator constitutional claim and legal reality?" The doctor of law doctorate . In December 1996 he completed his habilitation in Bochum with the text "Die Außenwirtschaftsfreiheit" .

After having represented various professorships in Münster , Cologne , Freiburg and Regensburg , Epping was appointed full professor at the Law Faculty of the University of Münster in March 1999 . Since December 2001 he has been teaching as professor for public law , international law and European law at the Law Faculty of the University of Hanover.

As part of the enactment of the Aviation Security Act , Epping was heard as an expert by the Interior Committee of the German Bundestag in 2004 on the question of whether the shooting down of a hijacked passenger plane would be constitutionally permissible. In a report written for the state government of Lower Saxony in 2008, he showed how parties with efforts against the free democratic basic order can be excluded from party funding even without a party ban .

From 2004 to 2007 and 2008 to 2009 Epping was Dean of the Faculty of Law in Hanover. During this time, a bribery scandal that caused a sensation nationwide and in which a professor from the faculty was involved was uncovered.

From April 2009 to March 2011, Epping was a member of the Senate of the University of Hanover and the Senate of the Lower Saxony Technical University . In June 2014, Epping was elected as the new President of the University of Hanover; he took office on January 1, 2015.

Volker Epping is a founding member of the "Association for the Promotion of German & International Science Law" founded in 1994. He is vice-president of the university alliance TU9 and deputy spokesman for the universities in the university rectors' conference .
