Hermann Butzer

Hermann Butzer (born March 14, 1961 in Dortmund ) is a German legal scholar and since 2018, as a member of the Lower Saxony State Court , one of nine honorary constitutional judges in Lower Saxony.

Career

From 1967 to 1980 Butzer attended two elementary schools and the Dortmund city high school . After graduating from high school, he did basic military service with the Paratrooper Battalion 271 in Iserlohn . From 1981 he studied law at the universities of Passau , Bonn , Munich and Bonn again. In 1982 he became a member of the Corps Guestphalia Bonn . In 1987 he passed the first state examination in law before the judicial examination office at the Cologne Higher Regional Court . 1991 doctorate he attended the University of Bochum for Dr. iur. After passing the Second State Examination in Law at the State Judicial Examination Office in North Rhine-Westphalia in 1992, he became a research assistant to Friedrich Eberhard Schnapp at the Chair of Public Law , Constitutional and Administrative Law with a special focus on social law . In the same year he and Klaus Haack were among the re-founders of the Corps Guestfalia Greifswald . With a post-doctoral scholarship from the German Research Foundation , he investigated the legal limits of tax and social security contributions . In June 2000 he completed his habilitation. He received the venia legendi for constitutional and administrative law including social law and constitutional history of the modern age. From the winter semester of 2000/2001 onwards, he acted as substitute professors in Greifswald , Bonn , Erfurt and Hanover . He declined calls from Greifswald and Mainz . On January 1, 2003, he accepted the appointment of the University of Hanover to the chair for public law, in particular for the law of state transfer systems. In January 2010 he founded the Institute for Political Science with Veith Mehde , Bernhard Blanke , Marian Döhler and Andreas Wagener .

Honorary positions

In March 2006, the Lower Saxony State Parliament elected him as a deputy member of the Lower Saxony State Court and appointed him as honorary judge for 7 years. He has been a full member of the State Court of Justice since September 1, 2018. Since April 2011 he has been the dean of Hanover's law faculty. Since 2012 he has been chairman of the board and advisory board of the Stifterverein Alter Corpsstudenten .
