Neubiberg is a municipality in the district of Munich , administrative district of Upper Bavaria , with the municipal parts Neubiberg and Unterbiberg. It borders directly on the Munich districts Neuperlach and Waldperlach , on the municipalities of Ottobrunn and Unterhaching and on the district of Waldkolonie in the municipality of Putzbrunn .
geography
The area of the municipality directly bordering Munich is unusually elongated, with a west-east extension of about 6 km it is only between 0.5 and 1.5 km wide. The flat municipal area is 547 m high in the west and rises to around 555 m above sea level to the east, which is of course hardly noticeable for the visitor. The only significant flowing water is the Hachinger Bach , which flows through Unterbiberg, which means that it crosses the municipality in the far west. The settlement core is formed by the eastern part, which today presents itself as a typical residential area, which here occupies almost the entire area and seamlessly merges into the urban development of the neighboring communities or of Munich-Perlach. Sometimes you only find out from a place name sign that you are in another regional authority.
With the exception of a central forest ( Bahnhofswald ) of around 20 ha, which Neubiberg shares with Ottobrunn, the original forest area is a small wood ( Schopenhauer Wald ) on the border with Munich-Waldperlach of 5 ha, around 5 ha of forest and park area Abloner garden and around the grammar school and an approx. 10 hectare large part of the much larger Putzbrunn forest almost disappeared.
The middle part of the community is occupied by the university campus. In the west of the community is the village of Unterbiberg , quasi the historical core of the community, which in a certain way has received a typical Upper Bavarian village charm, although in recent years the new Vivamus settlement has been built right next to this village. Today, with regard to size and population, Unterbiberg is in the shadow of the eastern settlement area.
In Unterbiberg there is still an old village church with an onion dome and historic farms. In the far west of Neubiberg there are still few areas for agricultural use. The community is densely populated. Detached and terraced houses with a garden, not high-rise estates such as B. typical for Neuperlach, are the determining element. Not within the actual municipal area, but in the immediate vicinity, partly directly adjacent to the municipality, there are also very extensive forests, so that the municipality rightly has the image of a settlement in the countryside ("garden city"). In addition, Neubiberg shares the 126 hectare Hachinger Tal landscape park with its neighboring communities Unterhaching and Ottobrunn .
history
As in the entire valley along the Hachinger Bach, the earliest archaeological evidence on Neubiberger Gemeindeboden (district Unterbiberg) goes back to prehistoric times. A late Celtic Viereckschanze (260–50 BC), proven by aerial archeology, gave the later village "Pipurk" its name. Villa piburc was first mentioned between 1034 and 1041 as a donation to the Tegernsee monastery . In the course of the administrative reforms in Bavaria in 1818, Unterbiberg became an independent political municipality. Settlers and "colonists" from Munich and the surrounding area have been settling in the district east of the old Rosenheimer Landstrasse since 1900, which since 1903 was first called "Neubiberg" .
During the time of National Socialism , the Neubiberg Air Base was built east of the historic town center of Unterbiberg , and after the Second World War it was served by the US Air Force , including F-84 . from 1958 was used by the air force of the Bundeswehr with a transport squadron. The Luftwaffe's training facility ( officers' school ), which had existed on the air base since 1958, was relocated to Fürstenfeldbruck in 1973 , while the Luftwaffe Technical Academy (TAkLw, from 1971 Luftwaffe University of Applied Sciences ) and the rest of the infrastructure were used to set up the Bundeswehr University . In the 1960s, the runway served as a race track for touring cars , but also for sports cars , Formula 2 and Formula 3 racing cars . The " Neubiberg airfield race " took place in the 1970s towards the end of the season. Remnants of the trajectory and thus the race track can still be seen in the satellite image in the Hachinger Tal landscape park .
On January 1, 1975, the name of the municipality of Unterbiberg was officially changed to the name of the larger part of the municipality in Neubiberg . In 1982 a sports center was founded on Zwergerstrasse. In 1988 the environmental garden was also created, a great attraction for all day trippers and those seeking relaxation. Visitors can see ponies, sheep, goats, rabbits, chickens, geese, ducks and even an apiary on the 3.2 hectare area. As in a large farming community, there are currently around 80 pets living in the Neubiberger environmental garden. The site is freely accessible at all times. The Tierschutz Academy has also been based in Neubiberg since 1986 and is considered the idea factory of the German Animal Welfare Association.
As part of the steady expansion, the construction of the new Vivamus housing estate northeast of the historic town center of Unterbiberg was pushed ahead in the late 1990s . During this time, the new development area on the Heid , which was developed on the eastern part of the 1997 abandoned airfield, was also built. Most of the former airfield area is used as a landscape park and will remain free from development in the future.
From 2001 to 2005, MoTo Projektmanagement GmbH built the Campeon public landscape park on Kapellenfeld in the Unterbiberg district with the headquarters of Infineon and Intel . In 2004, Neubiberg finally got its own junction on the federal autobahn 8 Munich-Salzburg, which runs through the Neubiberg tunnel near the town .
The community calls itself the University Community of Neubiberg , after the University of the Federal Armed Forces , which means that Neubiberg is even "the only university community in Germany". Since 2006 this unofficial name can also be found on the entrance signs.
Population development
Between 1988 and 2018 the municipality grew from 9,388 to 14,538 by 5,150 inhabitants or 54.9%.

Municipal council
The municipal council represents the interests and wishes of the citizens of Neubiberg. The committee is made up of 24 voluntary council members and the first mayor. Every six years, citizens entitled to vote elect a new municipal council with a municipality head.
The last local election took place on March 15, 2020, and the voter turnout was 56.1%. A new municipal council has been in office since May 1, 2020, consisting of a total of six parliamentary groups: CSU, Greens-ödp, SPD, FDP, FW.N@U and USU-100% Uni - JNeu. On May 1st, Thomas Pardeller (CSU) took up the post of mayor in Neubiberg.
In the constituent meeting of the municipal council on May 11, 2020, Thomas Pardeller was sworn in as First Mayor. At this municipal council meeting, his deputies were also determined: Kilian Körner (Grüne-ödp) was elected as second mayor, Reiner Höcherl (FW.N@U) as third mayor.

economy
Neubiberg has been known at home and abroad as a science location since the 1980s. The reason for this is the University of the Federal Armed Forces in Munich with its numerous teaching and research facilities, which is located in the middle of Neubiberg. With the internationally operating company Infineon Technologies AG and its headquarters CAMPEON , the neighboring Lantiq GmbH as well as Emerson Network Power and Intel Mobile Communications GmbH, Neubiberg has also developed into a modern business location.
A successful combination of tradition with numerous retail and service companies, innovation with companies from the high-tech and IT sectors and the proximity to science and research as well as excellent transport connections characterize the attractiveness of the business location Neubiberg. The competitive trade tax multiplier of 280 points at the gates of Munich make Neubiberg even more interesting as a location. In addition, Neubiberg is located in the middle of the European metropolitan region of Munich, which is considered to be the most successful nationwide and will continue to be one of the most dynamic regions in all of Germany in the future.
Infrastructure
Neubiberg, especially the eastern part of the municipality, is a typical housing estate. A typical pedestrian zone and a town center with the usual concentration of shops such. There is no such thing as a market square in Neubiberg. Nevertheless, all important facilities such as shopping centers are on site. There is no bigger shopping center. The first mayor, the local council and the administration are currently working on the design of a "lively town center" around the S-Bahn station and the main street. The aim is to turn this area into an attractive center with shopping, service, traffic, culture, education and leisure quality.
One of the most important projects in the further local development will therefore be the "Bürgerzentrum Neubiberg 2022". Under this project title, all measures of the municipality are summarized, which are to be structurally implemented on the town hall area located in the center of the town by the year 2022. The street Carl-Wery-Straße - Äußere Hauptstraße runs to the west of the Neubiberg district and leads from the Munich district of Neuperlach via Neubiberg to Ottobrunn and then on to Unterhaching .
The districts of Unterbiberg and Neubiberg are connected by the Zwergerstraße .
The Unterhachinger road west of Unterbiberg connects the community section with Munich Perlach and Unterhaching.

Public facilities
There are two volunteer fire brigades in Neubiberg . The Unterbiberger volunteer fire brigade was founded in 1874. The Neubiberg volunteer fire brigade was founded in 1920 and received its first syringe house near the town hall in 1924. She has owned the fire station on Floriansanger since 1992 . The new fire station on Schönswetterstrasse in Unterbiberg was also moved into in 2017. With around 100 members, it goes on around 200 missions a year. Both fire brigades each have a youth fire brigade . In addition, the University of the Federal Armed Forces and the Infineon company operate their own fire brigade .

Educational institutions
In the municipality of Neubiberg there are now four public schools: two elementary schools, one secondary school and one high school. There has also been a private Montessori school since 2011.
The Neubiberg grammar school is a natural science , technological and modern language grammar school in the Upper Bavarian community of Neubiberg near Munich . It was founded in 1976. A few years before the introduction of the G8 in Bavaria, the grammar school gave particularly gifted students the opportunity to finish the grammar school after eight years with the Abitur in a "G8 branch". In the school year 2012/2013 (as of October 1, 2012) 1553 students in the 46 classes of grades 5 to 10 and in over 200 courses and seminars of the upper grades (grades 11 and 12) attend the grammar school. About 126 full-time teachers as well as part-time teachers and trainees teach there. An extension with a cafeteria was completed in 2004 in order to cope with the growing number of schoolchildren and the requirements of the G8. The grammar school was completely renovated from 2011 to 2013. During this time, the students were taught at the Höhenkirchen-Siegertsbrunn high school. The students have been back in Neubiberg since the 2013/2014 school year. Construction work to expand the grammar school will also begin in 2018.
The six-level Realschule offers the elective subject groups I to III (IIIa and IIIb). In the 2006/07 school year around 840 students were taught in 29 classes. The primary school in Neubiberg, which was founded in the late 1920s, offers grades 1 to 4. In 18 classes, 476 students were taught by 30 teachers in the 2006/07 school year. The proportion of non-German students was less than ten percent. There is also a primary school in Unterbiberg and the Emile Montessori primary school in Arastrasse.
The Academy for Animal Welfare was founded in 1986, among others by the bookseller Adolf Hempel from Neubiber. It serves as a training and research facility for the German Animal Welfare Association. It offers courses to obtain the certificate of competence, which is a prerequisite for running an animal shelter according to the Animal Welfare Act. She runs a cell culture laboratory to further develop animal-free methods in research. Every two years it awards the Adolf Hempel Youth Animal Protection Prize.
The adult education center is operated together with the Ottobrunn community. In Neubiberg there is an information center of the adult education center in the house of further education. The community library is also located there.
The music school Neubiberg-Unterhaching is a public, QSM-certified, cultural educational institution that offers children, adolescents and adults musical training.
The community library in Neubiberg has a total inventory of over 31,000 media. In addition, it regularly offers various events for children and adults.
