The Advisory Board for Internal Leadership was first convened on June 27, 1958 by Defense Minister Franz Josef Strauss in Bonn and, according to a decree of 1969 (VMBl 1969, p. 96 f.), Has the task of being the Federal Minister of Defense for internal matters To advise management independently and personally by submitting expert opinions. The advisory board works independently and is not subject to any public disclosure requirements. As a rule, it meets quarterly for full meetings, advises and approves the recommendations, mostly developed in working groups, according to the majority principle. The meetings usually take place at the second headquarters of the Defense Ministry in Berlin .

The advisory board is made up of personalities from public life - above all from the fields of politics, business, science and education as well as the churches, trade unions, associations and the media and should thus be a reflection of the important social forces in the Federal Republic of Germany. Due to their professional activity and their position in public life, they should have special experience in education and leadership. All members are appointed to the advisory board for four years and receive a certificate of appointment.
