Peter Tauber (2014)

Peter Michael Tauber (born August 22, 1974 in Frankfurt am Main ) is a German historian and politician ( CDU ). He is a member of the German Bundestag and was Secretary General of the CDU from December 16, 2013 to February 2018 . In the Merkel IV cabinet , he has been Parliamentary State Secretary to the Federal Minister of Defense since March 14, 2018 .

The grandson of the pharmacist Gustav Tauber passed the Abitur in 1994 at the Grimmelshausen Gymnasium in Gelnhausen . At this school he attended the same class as the (later) politician Mariana Harder-Kühnel . From the winter semester 1994/1995 he studied Medieval and Modern History, German Studies and Political Science at the Johann Wolfgang Goethe University in Frankfurt am Main . After an interruption due to military service - he held the rank of first lieutenant in the reserve from 2011-2019 and was promoted to captain of the reserve in July 2019 - he resumed his studies in the 1996 summer semester. In 2000 he completed his studies with the academic degree Magister Artium and with distinction. In 2007 he received his doctorate with a dissertation on the social position and ideological functionalization of sport in the First World War and the tradition of these experiences in the Weimar Republic .

From 2000 to 2001 Tauber was a research assistant in the Collaborative Research Center / FK 435 “Knowledge Culture and Social Change” at the Johann Wolfgang Goethe University in Frankfurt am Main. From 2001 to 2003 he was the state manager of the Junge Union Hessen and from 2003 to 2004 personal advisor to the Hessen minister of education and deputy prime minister Karin Wolff . From 2004 to 2007 he completed his doctorate with Lothar Gall at the history seminar of the Johann Wolfgang Goethe University with a scholarship from the Hanns Seidel Foundation . Until the 2009 federal election he was press spokesman for Deutsche Vermögensberatung AG in Frankfurt am Main. Since March 2008 he has been a lecturer at the history seminar of the Johann Wolfgang Goethe University in Frankfurt am Main.

In 2018 Tauber passed the hunter examination in Hessen .

Political offices

Tauber joined the Junge Union in 1991 and the CDU in 1992. From 1993 to 2007 he was a city councilor in Wächtersbach . Since November 2005 he has been a member of the district council of the Main-Kinzig district . In 2007 he was elected as an assessor in the district board of the Mittelstandsvereinigung Osthessen and in December 2007 as chairman of the CDU Gelnhausen . In May 2003 he was elected regional chairman of the Junge Union Hessen. In addition, Tauber has been an elected member of the CDU Hessen's state board since 2008 .

In 2008 Tauber was nominated for the first time by the CDU for candidacy in the federal constituency 180 (Hanau) . In the 2009 federal election he received 39.4 percent of the vote; Sascha Raabe (SPD) received 34.0 percent. In the 2013 federal election he won the mandate in the newly created constituency 175 (Main-Kinzig - Wetterau II - Schotten) with 48.8 percent of the vote. In December 2013 he was initially provisionally appointed General Secretary by the CDU chairwoman Angela Merkel and was elected on April 5, 2014 by the CDU federal party conference.

Tauber is a full member of the Bundestag committee for family, senior citizens, women and youth and a deputy member of the “Digital Agenda” committee . In the 17th electoral term of the German Bundestag he was a member of the Enquête Commission " Internet and Digital Society ". On December 13, 2013 he was elected to the board of the German Children's Fund .

At the end of December 2017, he made his bowel disease diverticulitis public in an interview . Tauber was in the hospital for over a month and survived an emergency operation for blood poisoning and peritonitis . Michael Grosse-Brömer as the first parliamentary manager of the CDU / CSU parliamentary group represented him.

On February 18, 2018 it was announced that Tauber would resign from the position of CDU General Secretary. With the election of his successor Annegret Kramp-Karrenbauer , his term of office ended on February 26, 2018.

In Merkel IV's cabinet , Tauber is Parliamentary State Secretary to the Federal Minister of Defense .

Political positions

Network policy

On March 29, 2012, Tauber and Thomas Jarzombek became the founding chairman of cnetz - Association for Network Policy . The aim of the association is a “civic and responsible network policy that creates a fair balance between the different interests in a pluralistic society also on the Internet”. On January 17, 2014, he handed over the office of cnetz chairman to Jörg Müller-Lietzkow . In April 2013, Peter Tauber was the first member of the Bundestag to publish a social media guide.

Tauber voted as one of two union members in March 2013 against the controversial ancillary rights on the Internet. He also calls for the appointment of a Minister of State for the Internet and the Digital Society as well as greater citizen participation through the Internet.

Contrary to the party line, Tauber also rejected data retention , but changed his mind in 2015 and advocated its introduction.

Abortion and Biopolitics

According to the evangelical news agency idea , during his time as chairman of the Junge Union Hessen, Tauber “repeatedly advocated tightening the abortion paragraph 218”. In fact, in 2006 Tauber had expressed benevolence in the press about a decision (later withdrawn) in which the JU regional committee, of which he was chairman, demanded that abortions only be allowed with impunity after rape or if the woman was permanently at risk from pregnancy to let. In December 2013 there were therefore media reports and the allegation by the Alliance for Sexual Self-Determination , which called for the abortion paragraph § 218 to be deleted from the Criminal Code , that Tauber was "apparently on the right-wing conservative, fundamentalist-religious fringes of society when it comes to questions about sexual self-determination. “In January 2014, Tauber spoke out in favor of maintaining the current legal regulations, but pleaded for an extensive discussion on“ protecting life ”in society.

In 2011, in the run-up to the Bundestag resolution on pre- implantation diagnostics (PGD) , he spoke out against PGD and justified this with the fact that he believed that Christian and Jewish influence was still valid and that “only God can control life and not people ". Tauber also speaks out against any form of euthanasia .

Social policy

In 2011 Tauber spoke out in favor of making the federal voluntary service “more attractive” for recipients of unemployment benefit II . Together with Carsten Linnemann , he advocated raising the tax exemption for the associated income from 60 to 175 euros per month. Both referred to an expert opinion by the Scientific Services of the German Bundestag . The background to this is that the Federal Voluntary Service was missing 12,000 participants at the time when compulsory military service and community service ceased to exist. At the same time, there was a wave of recruits from the Bundeswehr dismissed. The Federal Voluntary Service could be “a real opportunity” for older unemployed people, and - unlike the Voluntary Social Year - it was open to people of all ages.

immigration

In January 2015, Tauber opened a debate on reforming Germany's immigration policy. The immigration law created by the red-green coalition in 2005 should be reformed for this purpose. The focus is on the integration of new immigrants into German society and the acquisition of German citizenship. It should be legally defined which skills, which education and which willingness to stand up for Germany immigrants must bring with them in order to become Germans.

Tauber took up the results of the so-called Süssmuth Commission from 2001, the full implementation of which had failed due to the CDU / CSU. Tauber's suggestions were not included in the CDU's program either. In December 2015, the party congress of the CDU in Germany only decided to bundle the existing legal regulations in an immigration law .

Party reform

In 2015, Tauber headed the party reform commission Meine CDU 2017 , which was set up by the CDU presidium . With the help of a number of reform measures such as the nationwide appointment of member representatives, the right to apply for members at state and federal party conferences and a reorganization of the admission procedure, the CDU wants to secure its status as a member party in the future. The CDU party congress in Karlsruhe in 2015 decided to amend the statute, among other things.

Controversy

Allegation of bullying

In September 2016, allegations became public that Tauber had been involved in the bullying against Anne Höhne-Weigl, who was managing director in the CDU district association Main-Kinzig from 1999 to 2014 . Tauber is a member of this district association and chaired it from 2011 to 2014. There is an eight-page text from 2006 under the heading Operation Rabbit Hunt (and a cover sheet with the title Care Instructions for the Rabbit ) in which a detailed plan is drawn up, Höhne-Weigel, for example, threatening to terminate her daughter in order to consent to a termination agreement to urge. On September 28, 2016, Tauber stated that from his current point of view it was a mistake not to have done anything against this document, but denied having been involved in the constitution. At the party conference of the CDU district association Main-Kinzig on September 30, 2016, Tauber briefly commented on the allegations as part of his 15-minute speech.

Sexism debate

Shortly after Tauber had to face bullying allegations in 2016, his name was directly associated with the sexism debate that was emerging within the CDU at the time. Jenna Behrends , a young politician who was rather unknown at the time, initiated a sexism debate that caused a sensation nationwide. In addition to Frank Henkel , Peter Tauber also appeared in an explicitly named group of people . According to several CDU members, this is said to have had an affair with Behrends. Both Tauber's abuse of power in his former office as CDU general secretary and Behrend's professional advantage were discussed here. Later both Tauber “purely amicable” and Behrends “had no affair, relationship or the like. with Tauber ”ended the public discussion about this.

In addition, Tauber emails from 2012 were charged in which he at least did not denounce sexist statements by his party colleagues, but in some cases also replied. At that time Tauber had a conversation with several male party members about which women within the CDU should be promoted and given priority in order to increase the proportion of women in leadership positions. Statements about mini jobbers

In a tweet in response to a question from another user on July 3, 2017, Tauber made disparaging comments about mini-jobbers . The trigger was a response from that other user to a tweet from Tauber about full employment, in which the latter asked whether that would mean for him to be dependent on several mini-jobs in the future. Tauber replied to the mini-job question that someone who had "learned something properly" did not need to take mini-jobs. The tweet caused outrage from other Twitter users and criticism from unions , politicians from other parties and the media.

The tweet sparked debates about the training situation. After the federal elections in September 2017, the Junge Union Baden-Württemberg asked Tauber to resign because, among other things, he had damaged the party with this statement and thus contributed to the poor performance of the CDU in the federal elections.

Walter Lübcke dies

In response to the death of the Kassel District President Walter Lübcke in 2019, whom Tauber knew personally, he called for certain basic rights to be withdrawn from enemies of the Constitution in accordance with Article 18 of the Basic Law . He also accused the former CDU member of the Bundestag, Erika Steinbach , of promoting Lübcke's alleged murder through tweets that were spread in right-wing extremist circles. Tauber advised Steinbach on the use of Twitter in his first legislative period.

Peter Tauber is a member of the non-partisan European Union Germany , which advocates a federal Europe and the European unification process. For the 13th Synod of the Evangelical Church of Kurhessen-Waldeck he was appointed as a full member from 2016. He is also a member of the CDU-affiliated organization Christian Democrats for Life .
