The Commissioner of Education and Training of the Inspector General of the Bundeswehr ( BEAGenInsp shortly BEA ) is a from the Inspector General of the Bundeswehr commissioner General whose job observation of education, training and Inner leadership in the German armed forces is.
history
The official area of the Commissioner was initiated on March 21, 1970 by the " Blankeneser Decree " and established on August 1, 1970 in the Federal Ministry of Defense (BMVg). From 1971 to 1973 the area of responsibility was expanded to include the "New Education and Training Concept". From September 1974 to June 1987, the representative was also Head of Staff Department I (Internal Management, Personnel, Training) in the newly established Management Staff of the Armed Forces (FüS I). On September 9, 1984, his deputy was commissioned to make supportive observation visits to the troops for the first time. On June 30, 1987, the posts of Commissioner and Head of Staff Department I were separated again. In order to improve the work with the reservists of the German Armed Forces, the scope of the commissioner post was expanded to include the function of the deputy commissioner for reserve affairs (StvBResAngel) on July 1, 1987. However, this new function was transferred back to Head of Staff Department I almost a year later, in October 1988. In 1993, the previously civilian referral post was converted into a military one. After a short spatial separation in 2000, it was reintegrated into the BMVg in 2003. In 2005 BEAGenInsp moved to Berlin.
His direct reporting to the Inspector General, based on troop visits, is an essential basis for assessing the internal situation in the Bundeswehr and for the further development of internal leadership. A permanent representative, the Deputy Commissioner for Education and Training of the Inspector General of the Federal Armed Forces, is at his side to fulfill his tasks . The BEAGenInsp post belongs to the so-called "Internal Leadership Task Group", which has been working on internal leadership issues on behalf of the Federal Ministry of Defense since the early 1980s .
With the reorganization of the ministry on April 1, 2013, the post of BEAGenInsp was outsourced and has since been located at the Center for Inner Guidance (ZInFü) in Koblenz. The post holder (since October 1, 2015 Brigadier General Wolfgang Richter) is also the deputy commander of the ZInFü.
