The Bundeswehr structure Commission is of German Defense Minister Karl-Theodor zu Guttenberg used on 12 April 2010. Commission with the aim of proposals for a fundamental structural reform of because of financial constraints and order changes Bundeswehr to work out. This implemented a requirement of the coalition agreement between the parties of the black and yellow federal government .

On October 26, 2010, the commission submitted its proposals to Minister Karl-Theodor zu Guttenberg.

Contents of the Commission's report

  • Conscription : The Commission advocates the suspension of conscription. The general military service of young men is "no longer necessary for security policy in the foreseeable future".
  • Voluntary service: In future there will be a voluntary service of up to 23 months , which is open to all adults for the service of the general public. A “voluntary military service” is also planned, the members of which can also be deployed abroad.
  • Personnel strength : The size of the armed forces is to be reduced from the current 240,000 (as of October 2010) to "around 180,000 soldiers", the civilian personnel from currently 82,000 (as of October 2010) to around 50,000 posts.
  • Federal Ministry of Defense : The Ministry of Defense - the official headquarters currently still in Bonn - is to be completely relocated to Berlin. There are also plans to reduce the ministerial bureaucracy from currently more than 3,000 items to fewer than 1,500.
