The Arnstadt Juvenile Detention Center (JSA Arnstadt) is a penal institution with an affiliated juvenile detention center in the Rudisleben district of the city of Arnstadt in Thuringia .

Jurisdiction and places of detention

The enforcement authority of the JSA Arnstadt results from the Thuringian regulation on the enforcement plan of June 16, 2010 . It is responsible for the execution of male prisoners between the ages of 14 and 21 as well as for the leisure, short and permanent detention of female adolescents and has a total of 340 detention places, of which 280 are in closed execution and 20 in open execution . There are also 40 youth detention places available.

On 14 August 2009 Arnstadt was affiliated with the construction projects of the youth detention center youth detention center started in Arnstadt-Rudisleben which the structurally outdated and in need of rehabilitation juvenile prison Ichtershausen together with branch office Weimar was to replace and to the continued use of detention places for 340 inmates aged between 14 and 21 years was designed. The construction cost of the new juvenile detention center was then estimated at 73 million euros. On July 7, 2014, the 167 inmates and 145 employees of the JSA Ichtershausen moved to the new prison a year later than originally planned, with the final commissioning. The new building was built in just under five years for more than 80 million euros.

Soon after the move, according to the statements of prisoners, the former prison chaplain Pastor Hosea Heckert and finally also the then Minister of Justice, Dieter Lauinger, rifts broke out between Brüchmann and Heckert, but also serious crimes against prisoners by the judicial staff. For a long time, cancer in one prisoner was not treated. The head of the institution at the time, government director Anette Brüchmann, did not react to the allegations or even caused them to be her own fault. The line was replaced in 2018 and government director Stietz-Engler took over the management of the juvenile detention center on a temporary basis.
