Julia Monar

Julia Monar (* 1963 in Bonn-Bad-Godesberg ) is a German diplomat . She has been the export control officer at the Federal Foreign Office since July 2019. Before that she was ambassador to the Republic of Moldova .

Life

After graduating from high school, Julia Monar studied law in Bonn and Geneva from 1981 and passed the first state examination in 1987. She then completed a McCloy scholarship from 1987 to 1989 at the Kennedy School of Government at Harvard University in Cambridge , USA, from which she graduated with a Master of Public Administration . Back in Germany, she did her doctorate in 1992 at the Rheinische Friedrich-Wilhelms-Universität in Bonn .

career

Julia Monar joined the Foreign Service in 1992 and completed the preparatory service for the senior foreign service until 1994. She then worked in the international law department of the Foreign Office until 1996 and then moved to the embassy in Bogota as legal and cultural advisor. From 1999 to 2002 Monar worked as a legal, press and economic consultant at the embassy in Helsinki.

From 2002 she worked as a consultant in the personnel department for the higher service in the Foreign Office, in 2005 she went to the Embassy in San José as a permanent representative and came back to the Foreign Office in Berlin in 2009. Until 2013 she was the deputy head of department in the basic human resources department and then until 2017 she was head of the department for export control of dual-use goods .

In 2017 Julia Monar was appointed ambassador to the Republic of Moldova and stayed there until 2018.

Monar has been the export control officer at the Federal Foreign Office since 2018 .
