Julien Paluku Kahongya (born December 13, 1968 ) is a Congolese politician.

On February 24, 2007, he became the elected new governor of North Kivu . After 12 years, in February 2019, he resigned from this post because he had been elected as a member of the Congolese parliament. In the election for his successor as governor, Carly Nzanzu Kasivita prevailed, he took over the business in June of the same year.
