Juul Labs, Inc. is the manufacturer of an e-cigarette of the same name based in California. In the United States, the company had a market share of 75% of all e-cigarettes sold at the end of 2018.

history

Juul was founded by Adam Bowen and James Monsees. Both had studied design at Stanford University and founded the company Ploom in 2006 after examining the extensive USCF library of previously secret tobacco industry records that are made available to the public under the MSA (Master Settlement Agreement) had to. Their first product was based on an ancient invention for dry heating tobacco, which they called "Pax". The first version was still operated with butane gas, but then switched to electrical heating. Not very successful as an electronic cigarette, it later asserted itself as a vaporizer for dry vaporization of herbs for predominantly cannabis use and can almost be regarded as a reference device in the USA. They later sold the Ploom brand and a line of products to a Japanese company and then traded as Pax Labs . They later split off Juul from this company . Here, too, they resorted to accessible documents from the tobacco industry and, on the basis of an old Reynold patent, established nicotine delivery by means of protonated nicotine - the nicotine salts - shifted to the acidic pH range. This trick enabled the nicotine content to be increased significantly without being harsh, scratchy or even triggering coughing attacks when inhaling. Sales of Juul products in the US began on June 1, 2015. E-cigarette sales rose 800 percent in the year following Juul's launch. Since e-cigarettes found many consumers in the USA in adolescence, “to juul” developed into a common verb in youth language.

In December 2018, Altria Group acquired 35% of the shares in Juul for which it paid $ 12.8 billion. At the beginning of 2019, Juul started selling the products in Germany.

In late summer 2019, several US authorities began investigations into at least 11 deaths (as of mid-September 2019) that are linked to vaping. Threatening bans and legal restrictions put the entire industry under pressure. The replacement of CEO Kevin Burns was announced on September 25, 2019. KC Crosthwaite from Altria will take over the office. In late October 2019, Altria announced it was revising the value of its stake in Juul (not the number of shares) by $ 4.5 billion.

Products

Juul handheld device with pods

The Juul system consists of a battery, a heater and a capsule that contains e-liquids. The handheld device is charged via a USB port and is similar in shape to a USB stick.

Only capsules from the manufacturer can be used in the Juul devices. The nicotine-salt-based e-liquids are offered in different flavors and contain 59 milligrams per milliliter of nicotine in the USA . Liquids sold in the European Union contain a maximum of 20 milligrams per milliliter of nicotine due to legal requirements.

After two preliminary injunctions from a competitor due to the lack of recycling symbols on the cartridges and a possibly lower nicotine content than indicated on the packaging, Juul had to temporarily stop the sale of cartridges that were not yet on the market in September 2019 following a court order.

Health hazards

Since Juul liquids contain nicotine , they are very addicting. Ute Mons from the DKFZ judged: “Even if e-cigarettes contain significantly fewer pollutants than conventional cigarettes, they are harmful to health and have a dependency potential - the latter applies in particular to Juul, who even if the legal requirements are met with 20 milligrams per milliliter, a lot of nicotine Contains. ”Due to the ease of use, the appealing appearance and the fruity taste, the products are considered to be appealing to young people. Scott Gottlieb, a former head of the FDA , said he would not allow an entire generation of young people to become addicted to nicotine through these products.

A sale to young people has meanwhile been ruled out by a legislative change. The sale of all tobacco products, including ENDS, is only permitted in the USA to adults (minimum age 21 years). The law passed Congress and was signed by the President on December 20, 2019.

Due to the popularity of Juul products among teenagers, some states in the United States have issued governors warning schools against the products. The FDA investigated the company on suspicion that Juul was deliberately targeting young people in its marketing. The FDA searched the company headquarters and found more than 1,000 documents relating to the company's marketing strategies. In November 2018, the FDA required Juul to only sell products to adults who can prove their age. The company then stopped marketing on Instagram and Facebook . The company hired additional lobbyists and made more donations for political parties.

For Germany, however, this risk seems small. The addiction report of the BZgA presented in July 2020 shows, after a survey in the age group of 12 to 17 year olds about the use of the "Juul", an agreement to have ever tried it in the alcohol range.
