Cadre files

The cadre file was a dossier on every employee in the GDR , which included official and private services, behavior and misconduct and was passed on to the new company when changing jobs. It is only partially comparable with the personnel file.

Similarities with the personnel file

Fulfillment and over-fulfillment of the planned target by employees was noted in the management file, as was misconduct; if the job was changed, the management file was passed on to the management department of the new company - more or less as a job reference .

Differences to the personnel file

According to the socialist worldview, there was no real separation between professional and private life. The adherence to socialist standards of values ​​was consequently demanded equally in both areas. In assessments, the corresponding keyword was “ class standpoint ”. In contrast to police and Stasi files , every working citizen officially had a cadre file. Misconduct - such as B. intermittently listening to West stations - were therefore also noted in the cadre file. There was no documented right of inspection on the part of the employee , so there was no official possibility of objection. In accordance with the low data protection standards in the socialist countries, cadre files were available to all authorities. Neither a court order nor information or even consent from the employee was required.

Because of its explosive content and because a change of job was impossible without a management file, the management file can be described as an instrument of control.

After the fall of the Berlin Wall , the management files were continued as personnel files, but all references to non-official matters were removed, at the latest at the request of the employee.

In the 19th century there was the work book for East Elbe farm workers, which historians see as a counterpart to the cadre file. After that, a workbook was only common for apprentices until 1933. On February 26, 1935, the law on the introduction of a work book ( RGBl. I, p. 311) made it mandatory for all employed persons.
