The city of Kaiyuan ( 开原市 , Kāiyuán Shì ) is an independent city in the Chinese province of Liaoning . It belongs to the administrative area of ​​the district-free city of Tieling . The city has an area of ​​2,824.78 square kilometers and has a population of 580,000 (2004). The seat of government is the street district Xincheng新城 街道.
