The Channel X was the only pirate television station in the GDR . The idea for this came up on the day the Berlin Wall came down during an exhibition by West German artists in Leipzig . As a result, the video artists Ingo Günther and Norbert Meissner as well as the art historian Jörg Seyde developed the concept of an autonomous television broadcaster in order to offer citizens' initiatives and opposition groups a media platform.

Broadcasting began on March 17, 1990, one day before the first free Volkskammer election . From the House of Democracy in Leipzig six programs were broadcast at irregular intervals until February 1991st The program included video art, translated news from overseas broadcasters, local political and cultural contributions, round tables and street polls.
