Cantonal referendum on the "Agreement on the Harmonization of Compulsory Schooling"
The cantonal referendum “Accession to the Intercantonal Agreement on the Harmonization of Compulsory Schooling (HarmoS Concordat)” (also in short: “Agreement on the Harmonization of Compulsory Schooling” or “HarmoS Concordat” ) was a referendum in the Swiss canton of Lucerne , which took place on Took place on September 28, 2008. Background and content
A condordat had existed in Switzerland as early as 1970 , which regulated essential cornerstones of the school system such as entry age and duration of training. At the beginning of the 21st century, efforts arose to replace this existing Concordat with a new one. The new Concordat with the name HarmoS changed some existing regulations for primary schools and also added some new points. The decision to join the Concordat was made by the individual cantonal parliaments, although the population was free to hold a referendum . In the canton of Lucerne, the Grand Council spoke in favor of membership, which led to a referendum and a referendum.
Voting result
In terms of the voting results, there were above-average differences between the Lucerne offices. The submission in the Entlebuch office was clearly rejected by around 19%, while in the Lucerne office it was almost accepted with 49% yes votes. On average in the cantons, there was a 44% participation in the vote and 39% of the votes cast. Thus, the submission drawn up by the Grand Council was rejected by the population and the canton did not join the HarmoS Concordat.
