Karsten Otte

Karsten Otte (* 1959 ) is a German lawyer , professor at the University of Mannheim and director at the Federal Network Agency .

Life

From 1979 Otte studied law at the University of Cologne and the Université de Genève. In 1984 he passed his first state examination in law in Cologne. He then completed a master's degree at the University of Texas at Austin , during which he obtained the title Master of Comparative Jurisprudence (MCJ) in 1985 . After returning to Germany in 1986, he took up a position as a research assistant at the chair for civil procedural law at the University of Bonn as well as his legal clerkship in the district of the Cologne Higher Regional Court . He completed this in 1989 with the second state examination in law. In the same year he became a doctor of law in Cologne under the supervision of Alexander Lüderitz with a comparative law thesis. iur. PhD. Otte then worked as a managing research assistant at the Cologne Institute for International and Foreign Private Law until he completed his habilitation in 1996, also under Lüderitz's supervision, and received the venia legendi for the subjects of civil law, civil procedural law, business law, international private law and comparative law.

From 1996 to 2001 he was deputy professor at the universities of Leipzig , Heidelberg , Munich , Frankfurt am Main and Mannheim . From July 2001 to October 2006 Otte held the professorship for European transport and traffic law, civil law, international private and civil procedure law at the University of Mannheim (Wilhelm Müller endowed professorship). From 2002 he was also director of the Mannheim Institute for Inland Shipping Law. In March 2006 he received an honorary professorship from the University of Odessa . In October 2006 Otte gave up his full professorship in Mannheim and became director of the Federal Network Agency and head of the railway regulation department there. Since then he has also been an adjunct professor at the Institute for Transport and Traffic Law at the University of Mannheim. Since September 2016 he has been entrusted with the provisional chairmanship of the Railway Ruling Chamber.
