Katsuya Ogawa

Katsuya Ogawa ( Japanese 小川 勝 也 , Ogawa Katsuya ; born July 7, 1963 in Wassamu , Kamikawa County , Hokkaidō ) is a Japanese politician ( NFPDPJDFP → independent / KDP faction) and was a member of the Sangiin from 1995 to 2019 , the upper house of the Japanese parliament , for Hokkaidō.

Ogawa, a graduate of the Nihon Daigaku Law Faculty , worked as the secretary of Shūgiin MP Kunio Hatoyama after graduating . In the 1995 Sangiin election , Ogawa himself stood as a candidate for the New Progressive Party in Hokkaidō (two seats) and was elected to parliament for the first time with the second highest percentage of votes behind Hisamitsu Sugano ( SPJ ). In 1996 he joined the DPJ , for which he was confirmed for a further six years in 2001 , 2007 and 2013 . In the Sangiin he was among other things chairman of the Agriculture Committee (2011–2012) and the Basic Committee (2014–2016).

After the Democrats took over government in 2009, Ogawa was initially special advisor to Prime Ministers Hatoyama and Kan for the promotion of rural regions ( 農 山 漁村 地域 活性 化 , nōsangyōson chiiki kasseika , literally "activation of areas with farming, mountain and fishing villages"). From January to September 2011, Ogawa was in the reshuffled Kan cabinet as the successor to Jun Azumi , who took over the chairmanship of the DPJ Committee on Parliamentary Affairs, "Vice Minister" in the Ministry of Defense .

From 2016 to 2017 Ogawa was Secretary General of the DFP Group. For the 2019 Sangiin election , Ogawa did not stand for re-election.
